Lying-in-state ceremony for officer Vladislav Kapustin killed in the line of duty takes place in the Investigative Committee of Russia

Relatives, friends, and colleagues bade farewell to officer, Colonel of Justice Vladislav Vladimirovich Kapustin at the Investigative Committee building. His life was cut short on October 1, 2019, in the line of duty as a result of a targeted attack. Vladislav Vladimirovich was only 42 years old.

The ceremony started with a speech by Chairman of the Investigative Committee of Russia Alexander Bastrykin: “It is a painful and tragic event for all of us. We are saying goodbye to our comrade, officer Vladislav Vladimirovich Kapustin. He lived a short life but it was bright. He chose to serve the law once and for all: police sergeant, investigator of internal affairs bodies, officer of the Investigative Committee of Russia. For his whole life, he followed a direct and honest path: always close to people, always on duty, always with those who needed protection.”

The Chairman of the Investigative Committee of Russia remembered him as a calm, courageous, self-possessed, and very tactful person, taking his responsibilities to heart: “We receive over 4,000 requests weekly, thousands of people write and tell us about their pains and troubles, and we pass all of it through our minds. That’s the way Vladislav Vladimirovich worked.” According to Alexander Ivanovich, the officer came out to people without formalities and red-tape, approached those who needed help, but was killed. Everyone in the Investigative Committee was shaken with the tragedy.

Alexander Bastrykin addressed the family of the deceased officer and underlined his firm intention to provide them with all the necessary support. If the son of Vladislav Kapustin decided to take after his father, he would be able to join cadets of the Committee and to continue his future education in the Academy, assured the Head of the Investigative Committee of Russia.

The Chairman also underlined that additional measures aimed to strengthen the safety of officers had already been taken. “We cannot give up. We are wearing officer stripes and we have to stay loyal to our oath and our duty and to serve the law with the same dedication. The best way to pay tribute to our comrade is to stay coherent and efficient in combating crime, improvement of investigation quality, and search activities. No grave offense, especially committed against children, or against law enforcement officers, shall be left unpunished,” the Head of the Committee added addressing the officers of the Investigative Committee of Russia.

“In loving memory of our comrade, Vladislav Vladimirovich Kapustin,” Alexander Bastrykin concluded.

Chairman of the Presidium of the National Association “Union of Investigation Veterans” Vladimir Dontsov expressed his condolences: “The veteran community is grieving together with you about the untimely death of Vladislav Kapustin. He served our Motherland faithfully.” Vladimir Dontsov appreciated the high level of professionalism of the deceased Colonel of Justice and the respect he earned during the years of service.

Sharing the pain of the irreparable loss, the officer’s colleagues and relatives will remember him as a loyal friend, responsible officer disregarding his personal time and interests in the line of duty, a loving son and a caring father.

He will be a part of the Investigative Committee team forever and he will always be remembered in the hearts of his relatives, friends, and colleagues.
