Moscow investigators disrupt activities for financing terrorism


The Moscow Main Investigations Directorate of the Investigative Committee of Russia is investigating the organization of financing terrorism under Part 4 of Article 205 of the Criminal Code of Russia.

According to the investigation, since February 2015, a brother and sister, while in the Kabardino-Balkar Republic, had been collecting money for financing the ISIS international terrorist organization (banned in Russia by the decision of the Russian Supreme Court) through the Internet. In particular, they had created a group in the Telegram messenger and invited there all interested persons giving consent to finance the indicated banned organization. During this period, they had collected over 6 million rubles that had been transferred abroad for committing terrorist offenses in the Syrian Arab Republic.

The illegal activities disrupted by the Federal Security Service and the Federal Financial Monitoring Service (RosFinMonitoring) had been carried out in the Republics of Kabardino-Balkaria, Karachaevo-Cherkessia, Ingushetia, Tatarstan, in Moscow and Saint Petersburg, in Krasnodar and Stavropol Territories, and in Tyumen Region.

Two persons--the 25-year-old man, charged, and his 30-year-old sister--were detained during the preliminary investigation.

Investigator of one of the departments of the Moscow Directorate of the Investigative Committee of Russia and officers of several Federal Security Service units carried out over 90 searches at places of residence of persons that had been acting as counterparties of the perpetrators. Officers found and seized approximately 60 bank cards, the money of the total value of $6,000, 10 mobile devices, tablet computers and laptops, and extremist literature.

Probes into the counterparties, including those from Moscow, have been launched and are currently under investigation.

Investigators and operative officers continue the activities aimed to bring to justice all participants of the offense. The criminal investigation is ongoing.
