Evidence collected by the Novosibirsk Regional Directorate of the Investigative Committee of the Russian Federation was found by court to be sufficient to sentence former Head of Tatarsky District of Novosibirsk Region Valery Noskov. He was found guilty of committing offence under Part 2 of Article 286 of the Criminal Code of Russia (commission by the head of a local self-government body of actions which transcend the limits of his powers and which involve a substantial violation of legally-protected interests of society and the State).
Investigation established that budget of Tatarsky District of Novosibirsk Region provided for housing for orphan children and children left without parental care and for building of service housing for citizens staying and working in Novosibirsk Region. In 2013 as a result of two open auctions, the administration of Tatar District and StroySib JSC concluded five municipal contracts for building of 37 apartments in two apartment buildings. In this, state registration of three municipal contracts was not carried out in violation of existing legislation.
The Head of Tatarsky District of Novosibirsk Region, knowing that the payment under the contract is to be transfered only after commissioning of the participatory construction object having a commissioning permit; that the municipal apartments were nor registered following a legal procedure, commissioning of construction of apartment buildings had not been carried out and there were no grounds for payment, personally signed payment orders for over 35 million roubles and the money was transfered to account of StroySib JSC.
After receiving the money, StroySib JSC didn't fulfill its obligations under municipal contracts, objects were not built and commissioned, deadline for performance expired and in 2015 StroySib JSC was announced bankrupt.
Noskov was sentenced to two years of imprisonment, suspended.
