Chairman of the Investigative Committee of Russia instructs to refer a probe into infliction of fatal injuries to a man in Krasnoyarsk to the Central Office of the Committee

Alexander Bastrykin decided to refer the probe into infliction of death to a man in Krasnoyarsk to the Main Investigations Directorate of the Investigative Committee of Russia for more comprehensive and impartial investigation.

The day before two persons suspected of committing an offence under Part 4 of Article 111 of the Criminal Code of Russia have been detained. They are subject to immediate investigative actions.

It is established that one of the suspects was previously convicted for swindling and robbery, the second – for robbery and illegal drug trade.

As it was reported earlier, on September 15 at night two friends of 24 and 29 years old arrived at the place of residence of their 31-year-old acquaintance after an argument they had during the phone call. There on the landing and then in the apartment, they inflicted multiple injuries on him. The victim was delivered to the healthcare institution where he passed away despite the efforts of doctors.

The Chairman of the Investigative Committee of the Russian Federation instructed investigators to identify all persons involved in this cruel offence in the shortest time possible and bring them to justice depending on involvement of the each. The Head of the Committee also instructed the investigation to motion the court to elect for the detainees a preventive measure related to exclusion from society. Apart from that, Alexander Bastrykin demanded to take immediate measures to carry out the required expert examinations.

In addition, as part of the investigation, the Chairman of the Investigative Committee instructed officers of the Central Committee to check the actions of regional investigators who did not respond promptly to alarming media reports about an inappropriate criminal investigation into the beating of the man. As part of the inspection, the Chairman instructed to give a strict evaluation, including the inaction of subordinates who did not initiate the transfer of the criminal case materials to their proceedings, despite the great public response.

In addition, Alexander Bastrykin demanded a legal assessment of the actions of officers of the Ministry for Internal Affairs, who initially failed to take comprehensive measures to arrest the participants of the fight.

The investigation of the probe is under the special control of the Chairman of the Investigative Committee of Russia.
