Investigative Committee of Russia summarizes the work of investigative bodies for 9 months

The meeting chaired by Alexander Bastrykin was held to summarize the work of investigative bodies of the Investigative Committee of Russia for 9 months of 2019. The event was attended by Deputy Chairman of the Investigative Committee Igor Krasnov, chiefs of the Central Office units and of 24 regional investigations directorates, analysis of work of which revealed some drawbacks.

The Chairman of the Investigative Committee of Russia provided data on criminal situation in Russia and noted that «in total during the analysed period in Russia was registered 1.521 million offences, in this we can note decrease of registered murders by 7 per cent, episodes of intentional fatal infliction of severe health damage - by 5 per cent, rapes - by 1 per cent.»

Talking about the work of the Investigative Committee of Russia Alexander Bastrykin provided the following statistical information: «for 9 months of the current year the Investigative Committee of Russia has processed over 165,000 probes, 89,900 of them are finished. Number of solved crimes is increasing including a 10 per cent increase of the number of solved past years crimes, which proves the efficiency of previously made management decisions related to increase of authorized investigative and forensic strength by reducing the staffing of the support units.»

Alexander Bastrykin outlined that for 9 months the Central Office only received over 188,000 complaints from citizens. The Chairman of the Investigative Committee of Russia focused the attention of his subordinates on the necessity of immediate response to complaints of citizens and facts of violation of citizens’ rights including those related to wage arrears of adverse actions against children.

Talking about the necessity of careful investigation of crimes against children the Head of the Committee reminded that for all years of mainstreaming (from 1980-s) 830 juveniles stay missing. In this, 16,090 probes into offences against children have been launched during the current year. Alexander Bastrykin demanded to intensify interaction with operative services using all forensic capacities of the Committee for solving and efficient investigation of this category of crimes.

Reports of the heads of investigations departments for Sakhalin, Kaliningrad, Arkhangelsk and Kostroma regions, questioned upon results of their activities for the analysed period, were heard separately. In particular, Kostroma and Kaliningrad regions registered an increase of a number of probes investigated for over two months; Arkhangelsk Region Investigations Department registered an increase of a number of probes of certain categories returned from court for additional investigation; Sakhalin Regional Investigation Department registered a decrease of a number of probes referred to court. Upon these facts the Central Office units were instructed to form suggestions, including staffing measures, to improve the situation.

Summarizing the meeting the Chairman of the Investigative Committee of Russia instructed to take required measures for intensification of work of units featuring drawbacks in their activities; to continue working on decreasing of investigation timelines, ensuring compensation of inflicted damage and further increase of number of solved past years crimes. Taking into account the insignificant deterioration of the criminal situation in several regions, Alexander Bastrykin instructed his subordinates to take preventive measures for its stabilization together with other law enforcement agencies.
