The Chairman of the Investigative Committee of Russia instructs to supervise probes and pre-investigative probes into illegal activities episodes reported by mass media

Today one of federal channels broadcasts report on problems of Ulyanovsk citizens. According to data provided, residents of a two-story building built in 1946 and located in Karl Marx street fear for their lives. Their house, looking like a ruined barrack, requires either a full capital renovation or demolition. However, interagency commission including City Hall representatives recognized the house as fit for living. Despite a court decision of 2011, money for capital renovation of the building has never been allocated. Chairman of the Investigative Committee of Russia demanded the Ulyanovsk Regional Investigations Directorate of the Investigative Committee of Russia to organize a pre-investigative probe into violation of citizens’ rights in the shortest time possible and to give legal assessment to actions of authorities keeping people from living in well-appointed housing for such a long time. The Central Office of the Investigative Committee of Russia monitors the process and the results of the investigation.

Apart from that, the programme included discussion of a violator of public order who, while waiting for boarding, smoked a cigarette in departure lounge for internal airlines of Chelyabinsk airport despite prohibition. The man didn’t respond to comments of other passengers and used foul language. The perpetrator was delivered to a police department to file an administrative protocol, where he inflicted bodily injuries to a law enforcement officer discharging his official duties. The Ural Transport Investigations Directorate of the Investigative Committee of Russia immediately launched a probe into this fact under Part 1 of Article 318 of the Criminal Code of Russia (use of violence that does not endanger human life or health, or threats to use violence against a representative of the authority). The Chairman of the Investigative Committee of Russia instructed to carry out the whole set of required investigative activities and to carefully establish all circumstances of the accident during investigation of the probe and put the process and the results of the investigation under supervision.

The Head of the Committee also instructed the Central Office to supervise the process of pre-investigative probe launched the day before by the Moscow Main Investigations Directorate into material broadcast by one of the federal channels. The report contained information on a senior woman bringing up her great nephew, who lost custody of the child because she, according to the relevant authorities, violated his property rights out of malicious motives. A pensioner leased the apartment of the ward at a reduced price, without coordinating this procedure in the prescribed manner. In the story, the woman explains that she wanted to get money to pay for utilities. Nevertheless, a decision was taken to remove the child from under the guardianship, despite the fact that there were no claims to his upbringing and care. Alexander Bastrykin instructed to thoroughly check possible violations of the rights, especially those of the under guardianship, and to make a motivated procedural decision on the results of the check.
