A probe launched into Minister of physical culture and sports of Stavropol Territory suspected of exceeding official powers


The Stavropol Regional Directorate of the Investigative Committee of the Russian Federation launched a probe into Minister of physical culture and sports of Stavropol Territory Roman Markov suspected of committing an offence under Part 2 of Article 286 of the Criminal Code of Russia (exceeding official powers).

According to investigation, in 2017 the official illegally granted a head of a company access to preparing of technical task, definition and justification of starting (maximum) price of a contract of behalf of a state contractor for auction for procurement of sports equipment for general physical training. The equipment was being purchased for Stavropol Olympic Reserve School as part of a federal target program «Development of Physical Culture and Sports in Russian Federation in 2016-2020». Subsequently, the designated commercial organization won the auction and concluded a state contract for over 14 million rubles.

It was established that the price of sports equipment procured by the company amounted to barely over 8 million rubles. The rest of the money was embezzled. The damage inflicted to the state amounted to over eight million rubles.

The probe launched by the Investigative Committee of Russia was based on materials of the Directorate of Economic Security and Combating Corruption of Stavropol Regional Main Directorate of the Ministry of Internal Affairs. Investigators carried out searches at places of residence and work of Markov and seized documents on rendering of services under the state contract. The criminal investigation is ongoing.
