Chairman of the Investigative Committee of Russia holds a personal reception of citizens in Moscow

Personal reception of citizens of the Chairman of the Investigative Committee of Russia took place in Moscow. It was attended by Deputy Chairman of the Investigative Committee of Russia Igor Krasnov, heads of a number of units of the Central Office, and heads and investigators processing probes and assessments of interest of the Chairman of the Investigative Committee of Russia. In total, the Head of the Investigative Committee received over 10 persons from Moscow, Rostov, Moscow, Sverdlovsk Region, Republic of Adygea, Khanty-Mansi Autonomous District-Yugra.

The most part of complaints related to red-tapery in investigation of probes and mistrust for results of forensic examinations.

A Moscow Region, citizen complained about actions of investigators of the Investigative Committee of Russia during the investigation of the death of his daughter-in-law - she died after plastic surgery in a private medical centre. According to the applicants, the investigative actions have not been carried out for three weeks, documents have not been seized from the medical centre, medications injected to the victim have not been examined. The father of the deceased was a police officer who saved people from a burning bus. After his death the applicant, in fact, replaced a father for the victim and her death is a great tragedy for the whole family; the victim had two children. Alexander Bastrykin heavily criticized the work of his subordinates in Moscow Region and decided to refer the probe to the Central Office of the Investigative Committee of Russia.

An applicant from Moscow complained about a probe into her missing husband. In 2016, the man arrived to Perm Territory for business and disappeared. The woman suspects that business partners of her husband are involved in his disappearance, however, according to her, investigators of the Investigative Committee of Russia during investigation of the launched probe failed to work through all versions and to establish the circle of persons involved in the disappearance of her husband. The body of the man yet hasn’t been discovered. Alexander Bastrykin decided to refer the probe to the Central Office.

Another Moscow citizen reported that her husband - mining engineer - was invited to Krasnodar Territory to perform pipeline works. In this, labour relations with the man have not been documented. In February 2019, the man died at work from electric shock. Investigators of the South Transport Investigations Directorate of the Investigative Committee of Russia launched a probe into violation of safety rules during mining suspecting the microtunnel complex overseer. Relatives of the deceased claim that persons from the direction of the company must be brought to justice. Alexander Bastrykin decided to refer the probe to the Central Office.

Two citizens of Sverdlovsk Region complained about red-tapery of investigative bodies of the Investigative Committee of Russia during investigation of a probe into the murder of their daughters on a slope of a mountain-sports complex. The murderer shot the girls dead and fled. Investigators failed to identify him and to establish his motive. The women think that the forensic experts of the Investigative Committee of Russia improperly examined the scene and the investigators failed to examine video records. Alexander Bastrykin examined to sort out the situation for one month and to report the results.

Residents of the Republic of Adygea told about circumstances of death of their relative and expressed their disagreement with conclusions of the investigation that the man could inflict a gunshot wound to himself. The applicant is confident that his death is of criminal nature. Alexander Bastrykin decided to refer the probe to investigative bodies of the North Caucasus Federal District.

An applicant from Rostov Region told the Head of the Investigative Committee of Russia that her son worked on a cargo ship. In March 2015, in the waters of the Caspian Sea, 10 crew members were poisoned as a result of works with use of phosphine gas pesticide carried out on the ship. The son of the applicant died of poisoning in a hospital. The woman complained that the criminal case is being investigated for already 4 years, charges have been pressed against the captain of the vessel, however, the probe hasn’t been referred to court. The applicant thinks that workers of the company - owner of the vessel - responsible for labour protection and safety must be brought to justice. Alexander Bastrykin heavily criticized the work of the South Transport Investigations Directorate and instructed investigators of the Central Office to accept the probe.

A resident of the Khanty-Mansi Autonomous District-Yugra reported that in 2018 her husband was found with a gun-shot wound, however, the probe lacks suspect for already over a year. Alexander Bastrykin demanded to carry out the required volume of work in the shortest possible time and to report the results within two weeks.

Summarizing the reception, the Chairman of the Investigative Committee of Russia arranged a number of official inquiries for the time of which investigators, forensic experts, and chiefs of various levels will be suspended from their duties. All claims have been acted upon.
