Ukrainian citizen arrested in absentia, accused of assaulting the Embassy of the Russian Federation in Kiev in 2016

The Investigations Directorate on Crimes Associated with Prohibited War Means and the Main Investigations Directorate of the Investigative Committee of Russia continue to investigate a criminal case initiated into the attack on the Embassy of the Russian Federation in Kiev in March 2016.

At the moment, upon request of the investigation, the court has subjected 34-year-old citizen of Ukraine Vladimir Koshovenko to a preventive detention in absentia. He is accused of committing an offence under Part 2 of Article 360 of the Criminal Code of Russia (assaults on persons or institutions enjoying international protection). Earlier, Koshovenko was put on the international wanted list.

During the investigation, irrefutable evidence was obtained that on March 6, 2016, Vladimir Koshovenko, together with other persons, had taken part in the attack on the building of the Russian Embassy in Ukraine, as a result of which the normal working procedure of the Russian diplomatic institution had been severely violated, and large scale material damage had been caused to the property of the Embassy of Russia.

During the investigation, the involvement of Irma Krat in committing the offence was established. She was also put on the international wanted list; the court subjected her to a preventive detention in absentia.

Ukrainian law enforcement officers qualify such clearly coordinated actions against Russian diplomatic institutions as hooliganism, taking no account of the norms of diplomatic law. In this regard, the Investigative Committee of Russia has grounds for using all measures provided by international law and national legislation to protect its citizens and foreign institutions in Ukraine.

The criminal investigation is ongoing. At the moment, the investigators take all the required measures to identify all those involved in this offence; their actions will be given an appropriate legal assessment.
