Alexander Bastrykin instructs Central Office of the Investigative Committee to supervise probes into violation of citizens’ rights launched upon media reports

Chairman of the Investigative Committee of Russia Alexander Bastrykin instructed the Chuvash Republican Investigative Directorate to arrange a probe into the violation of the housing rights of a woman and her child upon media reports.

According to a federal TV channel, the woman, who is the widow of the Chernobyl accident liquidator, had been waiting in line for 13 years to improve her living conditions. In 2016, she had received from the Republic’s authorities a housing certificate for 1.5 million rubles, which she and her daughter had used to purchase an apartment. Two years later, officials decided that her husband did not work in shelter fields during the liquidation of the Chernobyl accident, that is, he was not a person entitled to a housing allowance. The officials demanded of the woman a refund of the money that she now has to pay.

Alexander Bastrykin requested that the lawfulness of the actions of the representatives of the regional authorities be checked as soon as possible, that all the circumstances be established, and that, in the event of the detected violations, comprehensive measures be taken to restore the rights of the woman.

Apart from that, the Chairman of the Investigative Committee put on the control in the Central Office the procedural inspection of the media report on the failure to provide housing to a family after the demolition of their house, initiated by the Bashkortostan Republican Investigations Directorate of the Investigative Committee of Russia.

According to preliminary data, the Dyurtulu District Administration failed to provide a family of four, including two minors, with housing to replace their house demolished in 2015.

At present, the investigators are establishing the reasons for possible inaction of officials, interviewing employees of the District Administration, verifying the legal grounds for eviction, demolition of the residential building, and provision of other housing.

Alexander Bastrykin instructed the management of the Bashkortostan Republican Investigations Directorate to hold the full complex of inspection activities and give a legal assessment to actions (inaction) of the Administration as soon as possible.

Besides that, one of the federal channels reported а story about a family from Tyumen, which got into hardship after taking a mortgage loan. The bank lost license, and the mortgage case was sold to a loan-acquiring company. After that the property, including the debtor’s only housing and a disabled child’s social account, was seized.

Chairman of the Investigative Committee of Russia instructed the management of Tyumen Region’s Investigations Directorate of the Investigative Committee of Russia to thoroughly study the situation within the framework of procedural inquiry that is being conducted, as well as to provide legal assessment of actions of all subjects involved in seizing the property and the account and to take full measures to restore the rights of a disabled child and his family in case of any violations.

The progress of the pre-investigative probes will be supervised by the Central Office of the Investigative Committee.
