Working visit of Alexander Bastrykin to St. Petersburg

Chairman of the Investigative Committee of Russia Alexander Bastrykin held a personal reception of citizens in St. Petersburg. It was attended by heads and officers of investigative units of the Investigative Committee of Russia responsible for probes of St.Petersburg, Leningrad and Murmansk Regions discussed during reception.

Thus, a Murmansk citizen reported about swindling of two apartments in St. Petersburg belonging her. The woman complained about gaps in legislation used by fraudsters for registering ownership rights for real estate objects. She asked to examine in detail the circumstances of expropriation of her ownership rights for the real estate objects. She also suggested to  propose legislation to change the procedure of registration of deals with real estate objects to include a mandatory document assessment by notaries and officials of the Federal Service for State Registration. 

The Head of the Committee instructed the Head of the St. Petersburg Main Investigations Directorate to thoroughly sort out the circumstances of implementation of the swindling scheme and to analyse data on other similar episodes.

A representative of Leningrad Regional State Budgetary Institution "Kingisepp Psycho-Neurological Facility" reported about two episodes of swindling committed against two their wards. According to him, two disabled persons living in the facility became victims of so called "black realtors", including a police officer. As a result of their swindling scheme a mother and her son were deprived from their apartment and were forced to live in the facility. The man, thinking that it was not the only episode of such nature, applied with a request for comprehensive examination of the swindling activities.   

Alexander Bastrykin pointed out to the officers of the Leningrad Regional Investigations Directorate the necessity of thorough examination of the situation and instructed them to analyse similar cases of selling of apartments of socially unprotected citizens. Apart from that, the Head of the Committee instructed the Direction of the unit to provide all assistance necessary to restore housing rights of the victims.  

St. Petersburg citizens having lost their son applied to the Chairman of the Investigative Committee with a request to withdraw the probe into the death of their son from the Crimea Region and Sevastopol Investigations Directorate and to refer it to St. Petersburg investigators for further investigation. The parents expressed their mistrust for South region expert institutions since it's the region their son died in.

After offering words of support to the mother, Alexander Bastrykin decided to refer the probe to the Central Office of the Committee. He ensured that the investigation will objectively sort things out and give a legal assessment to all circumstances of the situation.  

Concluding the reception session, Alexander Bastrykin underlined that resolving of all reported issues will be performed under supervision.

The working visit of the Chairman of the Investigative Committee traditionally continued with a meeting with cadets of St. Petersburg Cadet Corps. It was attended by students - orphan children and children left without parental care. They talked about the education process and discussed desires and needs of the cadets necessary for their optimal comfort. At the end of the meeting Alexander Bastrykin wished the cadets an excellent rest and a successful new quarter of the academic year.

Alexander Bastrykin also delivered a lecture for students of St. Petersburg State University. The lecture series continued with a topic disclosing basic theory of search activities. 

The Professor delineated the term and tasks of search activities and provided information on legislative basis and regulatory framework of the search activities. He paid special attention to subjects of search activities, functional duties of officers of operative services and forms of interaction between search units.

Apart from that, the Chairman of the Investigative Committee invited Deputy Head of Division II of the Saint Petersburg and Leningrad Region Criminal Investigation Directorate of the Main Directorate of the Russian Ministry of Internal Affairs Sergey Medvedev to deliver a speech. The criminal investigation representative talked about practical work of the operative service, disclosed some tactics and answered questions of the audience in detail.
