Former Deputy Head of Rostov Regional Main Directorate of Federal Penitentiary Service of Russia to stand trial

The Main Investigations Directorate of the Investigative Committee of Russia finished investigation into former Deputy Head of Rostov Regional Main Directorate of Federal Penitentiary Service of Russia Sergey Ralnikov. He is accused of bribe-taking committed by an organized group under preliminary conspiracy on a large and especially large scale (two episodes under Part 6 of the Article 290, three episodes under Paragraph A,C of Part 5 of Article 290 of the Criminal Code of Russia).

Investigation established that from July 2016 to May 2017 Ralnikov, acting as an organized group under preliminary conspiracy with Sergey Smirnov, holding a position of the Head of Rostov Regional Main Directorate of Federal Penitentiary Service of Russia, received bribes of total value of 11 million roubles in parts from four representatives of commercial organizations.

Apart from that, from January 2016 to May 2017 Ralnikov, Smirnov and Head of Administrative Support Department of Rostov Regional Main Directorate of Federal Penitentiary Service of Russia Alexander Asyutin received from a representative of a commercial enterprise a part of a bribe of 450,000 roubles.

Bribes from representatives of commercial organizations were received by officials of Rostov Regional Main Directorate of Federal Penitentiary Service of Russia for ensuring contracting on behalf of Rostov Regional Main Directorate of Federal Penitentiary Service of Russia and subordinate institutions on procurement of goods for needs of criminal penitentiary system; unimpeded acceptance of these goods and timely payments for them;  unimpeded production activities of one of commercial organizations in the territory of a penal colony subordinate to Rostov Regional Main Directorate of Federal Penitentiary Service of Russia.

Probe into Asyutin is being considered in court; illegal activities of Smirnov are assessed in terms of a separate probe.

Bank accounts of the accused have been arrested.

The criminal case into Ralnikov with the approved indictment has been sent to the court to be tried on the merits.
