Alexander Bastrykin gave a number of instructions to heads of investigative directorates in relation to mass media materials


Today a number of federal channels broadcast stories of three children under the care of a 61-year-old woman in Moscow deprived from adequate upbringing and subject to physical violence. Into this matter the Moscow Main Investigations Directorate of the Investigative Committee of Russia initiated transfer of probe materials from police to investigators of the Investigative Committee of Russia for investigation.

Another story reported by journalists related to a family from Vologda Region forced to move to the Republic of Karelia to avoid removal of six children. The married couple states that their poverty was the main reason for claims on behalf of guardianship authorities. According to journalists, guardianship authorities were not satisfied by living conditions in the house inhabited by the low-income family. The Vologda Regional Investigations Directorate of the Investigative Committee of Russia launched a probe into this fact under Part 1 of Article 293 of the Criminal Code of Russia in order to establish objective circumstances of the situation by investigative means.

A number of mass media sources also reported about allegedly unjustified arrest by Nizhny Novgorod Transport Police of a taxi driver under influence of drugs, summoned to a police office to give explanations under a case of theft of a mobile phone from a passenger. It was also noted that the young men used violence against officers and tried to flee. Investigators of the Volga Transport Investigations Directorate of the Investigative Committee of Russia are carrying out a pre-investigative probe to give legal assessment to actions of the attacker and police officers who used physical force during arrest.

The Chairman of the Investigative Committee of Russia instructed to thoroughly establish all causes and circumstances that led to violations of children's rights in Moscow and in Vologda Region. Apart from that, Alexander Bastrykin instructed to make a justified and motivated decision regarding the incident in Nizhny Novgorod. Process of investigation of the probe and results of assessments are under supervision of the Central Office of the Investigative Committee of Russia.
