Chairman of the Investigative Committee of Russia gives instructions with reference to media reports

Today, one of the federal TV channels broadcast a story about the fact that officials in Kazan wanted to take children away from their mother due to the allegedly unbearable conditions in which they were living. In 2014, the woman’s apartment had burnt and the followed restoration works had not been completely successful; however, the officials decided it was fit for living. Sometime later, representatives of child protection services contacted the woman and put her and her children under pressure, threatening to terminate her parental rights. The Tatarstan Republican Investigations Directorate of the Investigative Committee of Russia launched a probe into the violation of the children’s rights.

In addition, media are widely sharing information about the death of a nine-month-old baby boy left at home alone by his mother in Zlatoust, Chelyabinsk Region. According to the investigation, the socially troubled woman left home with her eldest son for three days, thus abandoning her younger children. The baby boy’s body was discovered by his grandmother. Preliminary data show that the infant died of starvation. At the moment, the Chelyabinsk Regional Directorate of the Investigative Committee of Russia opened a criminal investigation under Article 109 of the Criminal Code of Russia (infliction of death by negligence). Apart from that, a referral of the case materials into the failure of rendering parental duties from police was initiated. The woman’s other two children were removed from the family.

Moreover, reporters of a federal TV channel told about an issue of residents of a dangerous house in Perm. Regional officials have been denying all the lawful rulings and insisting that the house can be recognized as dangerous only through residents’ means and not through budgetary funds. Upon the media report, the Perm Territory Investigations Directorate of the Investigative Committee of Russia is conducting a probe into the failure to recognize the apartment building as dangerous and to relocate its residents.

With reference to the facts of the violation of the citizens’ rights, including those of children, the Chairman of the Investigative Committee of Russia gave instructions to the heads of territorial investigative bodies to thoroughly examine all the circumstances of the events and, if there are legal grounds, to give a strict legal assessment of the actions or inaction of the officials responsible for the situation. The Chairman put the progress and results of the probes and criminal investigations under supervision by the Central Office of the Investigative Committee.

In addition, Alexander Bastrykin instructed to refer a criminal case into a forcible suicide of a 14-years-old minor in the Voronovskoye settlement of Troitsk Administrative District of Moscow opened by the Moscow Main Investigations Directorate to the Main Investigations Directorate of the Investigative Committee of Russia to conduct the most comprehensive and impartial investigation. The progress of this investigation was also discussed on a federal TV channel today. The Chairman instructed to thoroughly check the spoken arguments about the parents’ abuse over the minor and about the failure to act of the school’s teaching staff.
