In Perm Region, probe launched into negligence of local authorities failing to take measures for resettlement of citizens from emergency dwelling

On October 23, 2019, mass media spread information on a residential building in Yampolskaya Street of Kirovsky District of Perm being in an emergency state. The Perm Regional Directorate of the Investigative Committee of the Russian Federation arranged a pre-investigative probe. The pre-investigative probe resulted in a criminal investigation launched under Part 1 of Article 293 of the Criminal Code of Russia (negligence); the investigation process is supervised by the Central Office of the Investigative Committee of Russia.

According to a conclusion of the State Housing Oversight Agency for Perm Territory, there are signs of deterioration of certain construction elements of the building, a decline in their functional characteristics that lead to loss of reliability of the building, strength, and durability of construction. The house belongs to municipal housing stock meaning that local authorities are obliged to take all measures provided for by existing legislation to ensure the rights of citizens for housing compliant with all the requirements of the housing law. In this, authorities of Perm and Kirovsky District failed to take any measures.

At the moment, the investigation is conducting a complex of investigative activities to establish all the circumstances of the incident, as well as to gather and prove the evidence. The investigation will include giving a principal legal assessment of actions or inaction of persons responsible for ensuring safe living conditions in the residential building and taking required measures to protect the infringed rights of citizens.
