Alexander Bastrykin instructs Moscow Main Investigations Directorate to report on progress of investigation into torture of fostered children launched upon media report

Chairman of the Investigative Committee of Russia Alexander Bastrykin requested from the Direction of the Moscow Main Investigations Directorate of the Investigative Committee of Russia to report on the progress of the investigation into the physical violence used by a Moscow resident against her three fostered children.

Moscow investigators found out about this fact from media reports. The Moscow Main Investigations Directorate of the Investigative Committee of Russia carried out a pre-investigative probe that established that the children in the care of a 61-year-old woman were deprived of proper upbringing and subjected to physical violence. The pre-investigative probe results provided grounds for launching a criminal investigation.

In order to avoid criminal responsibility, the woman tried to flee from justice with minor children in her care and was placed on the wanted list. They were located during the shooting of a TV show that invited the woman as a guest. The suspect was arrested in a shooting pavilion and escorted to the investigator. She explained that the staff of the show was intentionally hiding her from law enforcement bodies.

The guardianship authorities of the South Administrative District of Moscow removed the underage victims from the care of the suspect. In the nearest future, the investigation will press charges against the perpetrator under Part 2 of Article 117 of the Criminal Code of Russia (torture) and will ask the court to place her in custody.

The Chairman of the Investigative Committee of Russia underlined that it was necessary to promptly deal with the violation of rights of the juveniles and give a legal assessment to all circumstances related to it. He instructed to ensure a thorough investigation of the offense by experienced investigators of the Main Directorate on Major Crimes Investigation of the Moscow Main Investigations Directorate.
