Chairman of Investigative Committee of Russia instructs Central Office to supervise pre-investigation probe into teenagers in Zabaikalsky Territory

The Zabaikalsky Regional Investigations Directorate of the Investigative Committee of the Russian Federation pressed charges against three juvenile local citizens of Kyrinskiy District under Part 4 of Article 111 of the Criminal Code of Russia (intentional infliction of severe health damage entailing by negligence death of the victim) and Part 2 of Article 132 of the Criminal Code of Russia (violent sexual actions committed by a group of persons).

According to investigative data, on October 27 in one of the villages of Kyrinskiy District the convicts broke into a private house, committed sexual violence against a woman and beat a 40-year-old man who died afterwards. On the same day investigators and police officers identified persons involved in the crime as two 16-year-old teenagers and one aged 15. Upon investigative motion the court ruled to put two of the accused in custody and sentenced the third one to house detention. 

At present investigators are carrying out a set of investigative actions aimed to establish all circumstances of the offence. Investigators have examined the crime scene with use of forensic equipment and seized items and samples of significance for investigation. Forensic examinations have been arranged; witnesses and other possible participants of the offence are being identified.

Apart from that, investigators have initiated a pre-investigative probe into prevention authorities of Kyrinskiy District. During the pre-investigative probe investigators will give principal legal assessment to actions (inaction) of the district juvenile authorities, internal affairs and other agencies responsible for prevention of crimes committed by juveniles. According to investigative data, two of the convicts have been previously sentenced for committing offences. 

The Chairman of the Investigative Committee of Russia Alexander Bastrykin sent forensic investigators of the Central Office to provide practical assistance in the investigation of this probe. Process of investigation is supervised by the Central Office of the Investigative Committee of Russia.
