Alexander Bastrykin gives several assignments and instructs Central Office of the Investigative Committee to supervise probes into violation of citizens’ rights launched upon media reports

Alexander Bastrykin has given several assignments and instructed the Central Office of the Investigative Committee to supervise pre-investigation probes launched upon media reports into violation of citizens’ rights, including minors, in Kamchatka Territory, Moscow, and Irkutsk, Pskov, Chelyabinsk regions.

Thus, Chairman of the Investigative Committee of Russia Alexander Bastrykin has instructed to launch a probe upon the information in media reports on the beating of a 3-year-old child by a woman in Kamchatka Territory. One of the TV channels broadcast the video of the woman beating and insulting the child. It has been established that it took place in the Yelizovo town of Kamchatka Territory from April to July 2019. The mother of the child is deprived of parental rights; the infant’s guardian is his uncle, whose wife is captured on the video beating the boy. The Kamchatka Territorial Directorate of the Investigative Committee of the Russian Federation has already finished the probe into torture and failure to discharge the duties of bringing up a minor. The investigation revealed that the accused had applied multiple strikes with a belt as a punishment for minor faults. The boy has been removed from the family and placed in a foster family. Alexander Bastrykin instructed to launch a procedural probe into the woman who also used violence against the child, to define the causes of the accident and to give a general and objective legal assessment of the actions of the woman.

In addition, a federal TV channel broadcast a report about citizens affected by the possible swindling after attending the so-called personal development training. It is reported that one of the citizens had given a large sum of money and transferred the rights to all her real estate to the manager of the training courses. It was also noted that the woman invested the money into the non-existent business. Another victim has reported that she had bought an invalid share from the supposed fraudster. The Chairman of the Investigative Committee of Russia instructed to launch a procedural probe into the reported problems, to define the victims, to establish all circumstances, and to make a procedural decision.

Besides, Alexander Bastrykin instructed his subordinates to motion the Prosecutor’s Office to appeal the judgment with which the relatives of the pensioners, who died in February 2018 because the water had broken through the radiator in their apartment, do not agree. The Irkutsk Regional Investigations Directorate of the Investigative Committee of the Russian Federation previously sent to court a criminal case against the former plumber of Housing and Utilities Administration No. 6 LLC of the city of Angarsk on suspicion at committing an offense under Part 3 of Article 238 of the Criminal Code of Russia (rendering of services which do not meet standards of safety, entailing by negligence the death of two persons). However, today he was acquitted by the court.

In Pskov Region, an elderly woman brings up three grandchildren, whose mother is dead, while her son-in-law refuses to support his own children. At the same time, the man receives government payments and threatens the woman by taking away the children. The children report that their father has beaten them and their mother when they were living together. The Chairman of the Investigative Committee of Russia also has instructed to launch a probe upon this fact and to give a comprehensive assessment of the incident.

Besides, Alexander Bastrykin instructed the direction of the Chelyabinsk Regional Investigations Directorate of the Investigative Committee to assist with the employment of a man with sight disability. According to media reports, employers give unjustified denial of employment to the employee with disabilities.
