Working visit of Alexander Bastrykin to St. Petersburg

The Chairman of the Investigative Committee of the Russian Federation held a personal reception of citizens session in St.Petersburg. It was attended by heads and officers of units of the Investigative Committee of Russia processing probes applied about by citizens of St.Petersburg and Leningrad Region.

One of the applicants paid attention to the problem of illegal import of antiquities for commercial purposes under disguise of personal usage which inflicts damage to the state in the form of unpaid custom duties. Thus, the North-West Transport Investigations Directorate of the Investigative Committee of Russia is investigating a probe into officers of a customs post taking bribes from entrepreneurs. Illegal cash remuneration was intended as a bribe for avoiding measures of customs control required to block illegal import to the Russian Federation of items of artistic, historical and archaeological value. According to the concerned woman, the current situation requires improvement of state control over transfer of cultural values. After listening to the applicant and to a report on process of investigation of the probe, the Chairman of the Investigative Committee of Russia instructed his subordinates to give comprehensive legal assessment to all circumstances of these offences and to define degree of involvement and roles of all involved persons.

Another applicant - a citizen of Vsevolozhskiy District of Leningrad Region - applied in relation to investigation of a probe into death of his daughter in a swimming pool during a vacation in Turkish Republic. According to the father of the girl, the investigation in non-intensive. He asked to engage the Central Office of the Investigative Committee of Russia in determining of the circumstances of the child's death. The Chairman offered condolences to the parents and agreed with their request instructing to organize the further investigation by experienced officers of the Main Investigations Directorate of the Investigative Committee of Russia.

Also several women from St.Petersburg collectively applied to Alexander Bastrykin about swindling activities committed against socially unprotected segments of the society including senior people. They told that the swindlers try to possess property rights on real estate objects and noted that by the present moment the police failed to launch a probe despite numerous applications. In this relation the applicants asked the Head of the Investigative Committee of Russia to pay attention to the described problem and to help in restoration of the infringed rights. According to this fact, the Chairman of the Investigative Committee of Russia instructed his subordinates to prepare the required documents and to motion the Prosecutor's Office to remove the indicated materials from the police and to transfer them to the St. Petersburg Main Investigations Directorate.

As a result of the reception all announced issues were put under supervision.

Apart from that, the Chairman of the Investigative Committee of Russia held a meeting with students of St.Petersburg Academy of the Investigative Committee of Russia - orphan children and children left without parental care. The students shared with Alexander Bastrykin their academic achievements, vital issues and future plans and told him about events they took an active part in.

Alexander Bastrykin also delivered a lecture for students of Saint Petersburg State University. The lecture series was continued with a topic "Development of preliminary investigation units in Russia". The Professor told the students about stages of development of preliminary investigation during different historical periods and elaborated on the existing system of investigation units in the Russian Federation.

Alexander Bastrykin invited senior special investigator for the Chairman of the Investigative Committee of Russia Vladimir Kostin to make a presentation for the students. He shared practical knowledge of investigation of high-impact probes.
