Chairman of the Investigative Committee of Russia sends forensic specialists of the Central Office of the Committee to Blagoveshchensk to provide practical assistance to the investigation of offense committed in college

In order to provide practical assistance to the investigation of the offense committed in the Amur College of Construction and Public Utilities, to collect evidence under the probe, and to establish the truth, Alexander Bastrykin has sent experienced forensic specialists of the Main Forensics Directorate (Forensics Centre) of the Investigative Committee of Russia to Blagoveshchensk.

Several hours ago in the Amur College of Construction and Public Utilities, a 19-year-old student fired his hunting rifle at his group mates. As a result, one of the students died and three were delivered to a hospital with gunshot wounds to receive emergency medical care. Following that, the perpetrator shot himself.

The Amur Regional Investigations Directorate of the Investigative Committee of the Russian Federation launched a probe into the offense under Paragraphs A, I of Part 2 of Article 105 of the Criminal Code of Russia (murder of two persons committed maliciously).

At present, investigators continue to carry out a set of initial investigative activities aimed to establish all circumstances of the incident including the arrangement of relevant forensic examinations, interrogation of students and college workers.

Alexander Bastrykin has also instructed the investigation to check the organization of security in the educational institution, to give a legal assessment to the actions of all college authorities, and to establish all causes and circumstances that facilitated the commission of the offense by the student.

Upon the request from the Chairman of the Investigative Committee, the Amur Regional Investigations Directorate has launched a criminal investigation into employees of the Sirius-A private security company under Part 3 of Article 238 of the Criminal Code of Russia (rendering of works or services failing to comply with the safety requirements, entailing by negligence the death of two or more persons).

According to the investigation, the company’s employee who was securing the premises of the Amur College of Construction and Public Utilities granted entrance to the 19-year-old student bearing a hunting rifle who performed the shooting. A 19-year-old male died of his gunshot wounds; three other students were injured and had to be taken to a hospital. The attacker committed suicide during his arrest.

In addition, a criminal inquiry has been opened into officials of the said educational institution under Part 2 of Article 293 of the Criminal Code of Russia (negligence, that is neglect of duty by an official, entailing the death of a person). Preliminary data show that there was no screening metal detector in the institution’s building where the incident happened.

At the moment, the Sirius-A employee in charge of the academic building’s security has been detained on suspicion of committing the offense. Investigators are questioning officials of the Amur College of Construction and Public Utilities in order to establish all the circumstances of the crime.

The investigations are under the supervision of the Central Office of the Investigative Committee of the Russian Federation.
