Probe launched into neglect of duty by expert during examination related to boy’s death in traffic accident in Kirov Region

During the investigation into a traffic accident in Kirov Region entailing the death of a six-year-old boy (Part 3 of the Article 264 of the Criminal Code of Russia), the Main Investigations Directorate of the Investigative Committee of Russia established signs of an offense under Part 1 of Article 293 of the Criminal Code of Russia. Forensic expert of the Urzhumsky District Department of the Kirov Bureau of Forensic Examinations Sergey Nasonov is suspected of neglect of duty.

In July 2019, the child was killed by a car driven by a police officer, an operative attendant of the Nemsky checkpoint of the Kilmezsky Intermunicipal Division of the Ministry of Internal Affairs. According to the investigation, from July 13 to September 5, 2019, due to a careless attitude to civil service, Nasonov failed to properly discharge his duties during the forensic examination of the body of the deceased boy. In particular, on July 13, 2019, he failed to arrive at the scene upon report about the traffic accident and did not take part in the examination of the body of the traffic accident victim. The expert did not start the forensic examination until July 15, taking only a blood sample from the victim. During an autopsy, he did not exempt biological materials necessary for the forensic histological examination, bodily secretions for determining the presence and quantity of ethanol, and hair from the head for the comparative examination.

Apart from that, the blood sample was not placed in a refrigerator until forwarding to the forensic laboratory causing the possibility of spoilage of the sample. Upon receiving the results of the examination of the child’s blood sample indicating the ethanol concentration, Nasonov failed to pay attention to the obviously suspicious result and did not take measures for its additional examination and conservation of the examined blood samples of the boy that were consequently disposed upon expiration of their storage period.

The investigation motioned the court to suspend Nasonov from the discharge of his duties. The investigation continues establishing all circumstances of the tragedy, the violation of rights and legal interests of the minor’s parents, and causes of the accident.
