Unique painting added to the collection of Russian Museum due to Investigative Committee


The Mikhailovsky Palace hosted a special ceremony of handing over of painting “Portrait of a Woman with a Garnet Pendant” by painter Boris Ioganson to the collection of the Russian Museum.

The ceremony was attended by Acting Head of the North-Western Transport Investigations Directorate of the Investigative Committee of Russia Pavel Vymenets, Director of the Russian Museum Vladimir Gusev, Head of the Ministry of Culture Directorate for the North-Western Federal District Andrey Yermakov, and employees of the Russian Museum.

The North-Western Transport Investigations Directorate of the Investigative Committee of Russia investigated citizens of the People’s Republic of China under Part 1 of Article 226.1 of the Criminal Code of Russia (illegal transfer of cultural values across the customs border of the Customs Union within EurAsEC on a large scale).

The investigation established that, in May 2018, two China citizens had concealed among their personal belongings, failing to properly declare the contents of their luggage, and transferred across the customs border in the Pulkovo airport cultural values (paintings) on a large scale on their way to the departure gate for the flight “St. Petersburg-Beijing”, acting as a group of persons under preliminary conspiracy, without a required permit of relevant authorities. The seized paintings were subject to examination. The conclusion of a specialist showed that they constituted a cultural value, and one of them--the painting “Portrait of a Woman with a Garnet Pendant” by Boris Ioganson--represented an especial cultural value.

The China citizens were found guilty of large-scale smuggling of cultural values. The court sentenced both men to two years of imprisonment in a general regime colony. Later, the court ruled to transfer the painting to the state income.
