Today a number of mass media resources reported about the Nizhny Sayantuy settlement in the Republic of Buryatia where children were forced to wear outwear indoors since the temperature in the kindergarten did not rise above 10-13 degrees. Despite the fact that children were freezing, the direction of the institution failed to take any additional measures to fix the situation. The Buryatia Republican Investigations Directorate of the Investigative Committee of Russia immediately launched a pre-investigative probe under Article 293 of the Criminal Code of Russia. The Chairman of the Investigative Committee of Russia instructed the Direction of the local Investigations Directorate to thoroughly establish all circumstances of the situation during the pre-investigative probe and to give a legal assessment not only to the actions of the kindergarten management but, given sufficient grounds, to the public authorities failing to timely respond to the problem of using the location not fit for a childhood institution.

Journalists also reported that an orphan from Bashkortostan applied to court due to repeated refusals of officials to provide him with housing under the existing legislation. In 2008, the children’s home graduate had been informed that he owned his grandfather’s house recognized as fit for living by an interagency commission. However, according to the young man, the house lacks basic amenities and, according to documents, the house and the land plot belong to his aunt. To date, the court refuted the claim and the orphan has to prove his right for comfortable housing once again. Alexander Bastrykin instructed the Bashkortostan Republican Investigations Directorate to organize a pre-investigative probe into this matter as soon as possible and to take all the required measures to restore the housing rights of the orphan.

Moreover, reporters of a federal TV channel reported about a house in the center of Krasnoyarsk, which was, in fact, abandoned being at the same time recognized as an object of cultural heritage. It was reported that, at present, there were several owners of the house including the city administration. However, despite the fact that the owners were obliged to renovate the house by January 1, 2019, the problem still has not been solved and the architectural monument is falling apart. The Chairman of the Investigative Committee of Russia instructed the Krasnoyarsk and Khakasia Regional Main Investigations Directorate of the Investigative Committee of Russia to immediately examine the facts reported by journalists during a pre-investigative probe and, provided legal grounds, to give a legal assessment to the actions of all concerned persons including officials.

Fulfillment of all instructions of the Chairman of the Investigative Committee of Russia will be supervised by the Central Office of the Committee.
