The Irkutsk Regional Investigations Directorate of the Investigative Committee of the Russian Federation pressed charges against a 26-year-old Tajikistan citizen. He is accused of committing offences under Part 1 of Article 205.1 (assisting to terrorism), Part 3 of Article 222 (illegal acquisition, transfer, sale, storage, transportation, and bearing of firearms, committed by an organized group), Part 3 of Article 223 (illegal manufacture of weapons committed by an organized group), Part 2 of Article 209 (participation in a gang), Paragraph A of Part 3 of Article 163 (extortion committed by an organized group), Paragraph C of Part 2 of Article 115 (intentional infliction of light health damage with use of items used as weapons), Paragraph A of Part 3 of Article 126 of the Criminal Code of Russia (kidnapping of a person committed by an organized group).
According to the investigation, the convict, while in Irkutsk Region, being an active supporter of ISIS (organization recognized as terrorist by the Supreme Court of Russia and banned in Russia), for a long time negotiated with his acquaintances to engage them in activities of the Islamic State international organization. The young man induced them to join the organization and participate in military combats for ISIS. Moreover, the convict agitated his acquaintances to come to the Syrian Arab Republic after gaining the corresponding fighting experience and to take part in terrorist activities.
The illegal activities of the convict were disrupted by investigators of the Investigative Committee of Russia in interaction with officers of the Irkutsk Regional Directorate of the Federal Security Service of Russia. The young man was detained at his residence.
The investigation established that the convict was an active member of a gang operating in Irkutsk and aimed at kidnapping of people, extortion and sale of firearms. Activities of the gang affected 9 persons.
During search activities under the probe, investigators of the Investigative Committee of Russia, police officers and officers of the Federal Security System seized ammunition and 14 weapons including 4 machine guns and 10 pistols. At the residence of the convict, investigators discovered a big amount of religious literature and a flash-card with audio files. Linguistic examination concluded that the audio records contain materials justifying terrorism and extremism.
Under an investigative motion, the court ruled to put the accused in custody.
At present, investigators are carrying out a set of investigative actions aimed to establish all circumstances of the offences. The criminal investigation is ongoing.
