Alexander Bastrykin instructs to supervise investigation of probes announced by number of TV federal channels


Today two federal TV channels broadcast discussion of stories from Chelyabinsk and Moscow Regions being a matter of investigation of relevant probes.

In particular, journalists continued discussion of a story from Ust-Katav of Chelyabinsk Region, where a body of a 55-year-old local citizen was discovered during fire extinguishing; the day before, the deceased had been left by her three children: two daughters and a son aged from 11 to 20, who had been for a long time kept within the house by the deceased and prevented from visiting educational and healthcare institutions, as well as from communicating with the outside world.

Into this matter, the Chelyabinsk Regional Investigations Directorate is working on a criminal inquiry under Part 1 of Article 293 of the Criminal Code of Russia. According to the investigation, workers of social services and guardianship authorities failed to properly supervise the living and upbringing conditions of the family.

Another TV program discussed circumstances of a fire that occurred in October 2019 in the Chismena settlement of Volokolamsky District of Moscow Region and took away the lives of five persons including four children. It was reported that the fire’s point of origin was located in an apartment of a mother of six children who had left the children in the apartment with their senior grandfather who was under the influence of alcohol. In this, the guardianship authorities already removed children from this family.

The Moscow Main Investigations Directorate of the Investigative Committee of Russia is investigating a probe into the death of people under Article 109 of the Criminal Code of Russia. During the investigation, the actions (inaction) of preventive system authorities will be given a legal assessment.

The Chairman of the Investigative Committee of Russia instructed the Central Office to supervise the investigative process of both probes. Heads of Regional Investigations Directorates were instructed to report on the progress of the investigations.
