In Omsk Region, probe launched into rendering unsafe services of children carriage by school bus

Upon a pre-investigative probe carried out following a mass media report, the Omsk Regional Investigations Directorate of the Investigative Committee of the Russian Federation has launched a criminal investigation into rendering unsafe services of children carriage by a school bus by a driver under the influence of alcohol (Part 1 of Article 238 of the Criminal Code of Russia).

According to the investigation, on December 2, 2019, around 9:30 AM Road Traffic Safety Inspection officers pulled over a school bus PAZ carrying children on the road from Kharlamovo to Novotelegino of Tavrichesky District of Omsk Region. The bus driver was under the influence of alcohol and his breath alcohol testing showed 0.219 mg/l. Police officers suspended him from driving and filed an administrative protocol. Children were transferred by another vehicle. It was established that the bus belonged to the Tavrichesky District Administration and was in use of the Kharlamovskaya School that had hired the driver under a labor contract. Before the drive, the driver, who had been consuming alcohol the previous night, passed a pre-trip medical examination in the local community health station that, however, did not reveal any signs of intoxication.

At present, the investigator has seized documents of interest for the investigation from the educational institution and the local hospital. Investigative actions are being carried out in order to establish all the circumstances of the committed crime.
