Three representatives of Volgo-Balt Administration sentenced for embezzlement

The evidence gathered by the Main Investigations Directorate of the Investigative Committee of Russia has been found by the court to be sufficient to sentence former Head of the Federal Budgetary Institution “Volgo-Balt Administration” Vladimir Nikolaev, Head of the Administration Volgo-Balt Novgorod subsidiary Victor Silkin, and engineer of the Administration Volgo-Balt Novgorod subsidiary Andrey Dodrikov. Depending on the role of each, they have been found guilty of committing offenses under Part 4 of Article 160; Part 5 of Article 33, and Part 4 of Article 160 of the Criminal Code of Russia (embezzlement of entrusted property; assisting to embezzlement).

The investigation and the court established that, in 2013-2014, Nikolaev, Silkin, and Dodrikov had embezzled budgetary funds of 10.1 million rubles in favor of the affiliated commercial organization Production Company Hydrotechnic under concluded state contracts for dredging works in Volkhov River and Lovatsky Shoal. In reality, the works had been fulfilled not by the commercial organization but by the Administration Volgo-Balt Novgorod subsidiary.

Apart from that, in 2013, Nikolaev had embezzled budgetary funds of 19.8 million rubles, and in 2014, of 8 million rubles in favor of the affiliated commercial organizations NPP Fortex LLC and Vytegrastroy LLC under concluded state contracts for dredging works on waterways of Vodorazdelny Channel, which had been performed not by those organizations but by the Administration Volgo-Balt Cherepovets subsidiary.

In order to compensate for the damage inflicted to the state, the Investigative Committee of Russia arrested the property of the convicts and presented recommendations to the Deputy Minister of Transport of the Russian Federation--Head of the Federal Agency for Maritime and River Transport in order to eliminate the circumstances that facilitated committing the offenses.

The court has sentenced Nikolaev to 5 years of imprisonment in a general regime penal colony, Silkin to 3.5 years of imprisonment suspended, Dodrikov to 3 years of imprisonment suspended. The court has also fully satisfied the claim against the convicts for 37.9 million rubles.
