Extradition of Alexander Korshunov from the Italian Republic initiated

The Investigative Committee of Russia is investigating a criminal case into embezzlement of budgetary funds allocated for the implementation of a project for the creation of an aircraft engine for civil purposes (Part 4 of Article 159 of the Criminal Code of Russia). Charges for committing the offense were pressed in absentia against Alexander Korshunov, Business Development Director of JSC United Engine Corporation.

The investigation established that, in 2009-2014, Korshunov, using his official position, under preliminary conspiracy with other persons, had stolen budgetary funds of over 7 million rubles from the Russian Federation by fraud. The multimillion sum had been allocated for the implementation of the project for the creation of the highly effective aircraft engine for civil purposes PD-14 by a subsidiary, JSC ODK-Aviadvigatel.

The fraudulent scheme had been achieved by concluding a loss-making agreement between the subsidiary and the Italian company AERNOVA S.R.L. for an examination of a technical project of one of the PD-14 units and subsequent payment for it by the Russian enterprise. The contract had been initiated by Korshunov acting solely for the purpose of his personal enrichment. The examination results received from the Italian company had been known by Korshunov to be formal, lacked practical value, and had not been used by JSC ODK-Aviadvigatel since it contained recommendations previously described in Russian educational and scientific literature available in open sources.

At a request of the investigation, the accused was subjected to preventive detention in absentia. Since Korshunov is staying in the Italian Republic, the process of his extradition to the Russian Federation has been initiated in order to bring him to criminal responsibility for the committed offense.

The investigation is carrying out all the required activities aimed to identify other accomplices of the embezzlement of budgetary funds.
