Investigation into attack against Investigative Committee officer Vladislav Kapustin finished

The Main Investigations Directorate of the Investigative Committee of Russia has finished the investigation into the lethal attack against the officer of the Central Office of the Investigative Committee of Russia--Colonel of Justice Vladislav Kapustin.

The investigation established in detail the circumstances and causes of the attack.

A stationary psychiatric forensic examination showed that the man who had attacked Kapustin suffered from a chronic mental illness that caused his insanity.

In this relation, the probe with an order to subject him to compulsory medical measures has been referred to the Prosecutor’s General Office of the Russian Federation.

Vladislav Kapustin served in the Directorate on Petition Processing and Document Support of the Investigative Committee of Russia. Weekly, the Directorate receives several thousands of complaints and Vladislav Kapustin was one of the officers who talked to complainants in person, provided possible help, understood their problems and tried to solve them. He was a calm, courageous, self-possessed, and very tactful person.

The best memory of our colleague is the high performance of the Investigative Committee in combating crime, improvement of quality of investigation, demonstration of integrity and determination in service matters requiring high responsibility.

The Direction of the Investigative Committee of Russia made a decision to provide all possible support to the family of Vladislav Kapustin who left behind a juvenile son.

Apart from that, upon the instruction of the Chairman of the Investigative Committee of Russia, operating procedures of officers of the units directly engaged in personal interaction with citizens related to personal reception issues were analyzed and measures were taken to reinforce the safety measures after this tragedy.
