Probe into robbery attack against Ella Pamfilova finished

The Main Investigations Directorate has finished the investigation into the robbery attack (Part 3 of Article 162 of the Criminal Code of Russia) against Chairman of the Central Election Commission of the Russian Federation Ella Pamfilova attended by an illegal intrusion into her home.

Since 2014, Akhad Karabalaev has been staying in Russia without a permanent place of residence and a stable source of income. According to investigative data, on September 6, 2019, Karabalaev, with the intention to steal money and other valuable assets, had illegally intruded the house, where he had been discovered by Ella Pamfilova, who had shown him strong resistance, after which the attacker had fled the scene.

According to the conclusion of a stationary complex psychological and psychiatric examination, at the moment of committing the offense, Karabalaev suffered from a chronic mental disorder preventing him from recognizing the actual nature of the actions committed or the danger they presented to society, as well as from any control over them.

At present, the criminal case has been referred to the Prosecutor General’s office with an order for referring the case to the court for executing a compulsory medical measure.
