Chairman of the Investigative Committee of Russia holds working meeting with Head of the Department of Forensic Examinations of the Kutafin Moscow State Law Academy Elena Rossinskaya


Chairman of the Investigative Committee of Russia Alexander Bastrykin has held a working meeting with Doctor of Law, Professor, Head of the Department of Forensic Examinations of the Kutafin Moscow State Law Academy Elena Rossinskaya. The parties discussed the training of Investigative Committee officers engaged in the investigation of cyber crimes.

Preventing criminalization of the digital environment and protection of the legal interests of citizens in this area are key objectives of the activities of the Investigative Committee of Russia.

The Chairman of the Investigative Committee of Russia signed a decree to create a new unit in the structure of the Main Investigations Directorate - the Department for Investigation of Cyber Crimes and Crimes in the Field of Advanced Technology. Investigators of this department will specialize in the investigation of crimes of the said category that have specificities. Their investigation presents a particular complexity due to organizational difficulties. This is explained not only by the fact that cyber crimes are specific and non-obvious but also by their interregional and international character.

The parties agreed that in terms of globalization the cyber crime is a serious threat for the entire society in general. Modern challenges require constant perfection of knowledge and development of new approaches of response.

It was noted that monitoring of crime showed a significant increase in recent years of a number of crimes committed using IT technologies and computer information offenses. Thus, over 170,000 such crimes were committed in 2018, and in the 9 months of the current year, the number of such crimes committed throughout the country exceeded 200,000.

The Chairman expressed confidence that the concentration of all efforts aimed at countering cyber crime and the creation of the special department in the Investigative Committee structure would benefit the efficiency of meeting objectives in this area. In this, he noted the positive experience of forming such specialized units by foreign colleagues.

Elena Rossinskaya supported Alexander Bastrykin and expressed her readiness to provide all the required scientific and consultative help to improve the qualification of investigators in this area.

In conclusion of the meeting, the Chairman awarded the Professor the commemorative medal of the Investigative Committee of Russia “75th Anniversary of the Victory in the Great Patriotic War” and thanked Elena Rossinskaya for her assistance to the Investigative Committee.
