Alexander Bastrykin holds reception of criminal investigation police officers

Chairman of the Investigative Committee of Russia Alexander Bastrykin held a reception for officers of the Ministry of Internal Affairs who provided significant aid and assistance to the Investigative Committee of Russia in the investigation of grave and especially grave offenses in 2019.

The meeting was attended by Deputy Chairman of the Investigative Committee of Russia--Lieutenant-General for Justice Igor Krasnov; Deputy Minister of Internal Affairs of the Russian Federation--Colonel-General of police Mikhail Vanichkin; Assistant to the Minister of Internal Affairs of Russia--Chairman of the Russian Council of veterans of internal affairs bodies and internal forces of the Ministry of Internal Affairs of Russia--Colonel-General of Internal Service Ivan Shilov; Head of the Main Criminal Investigation Directorate of the Ministry of Internal Affairs of Russia--Lieutenant-General of police Viktor Golovanov, officers of the Central Offices of the Ministry of Internal Affairs and the Investigative Committee of Russia.

Addressing the audience, the Chairman of the Investigative Committee of Russia noted that it is not possible to solve any serious crime without operative and search surveillance. Social stability, peace, and confidence of citizens in the days to come development and strengthening of Russia as a democratic and law-bases state greatly depend on the results of the work of officers of the Ministry of Internal Affairs. The Investigative Committee of Russia is inextricably linked to police bodies in carrying out prompt and high-quality investigations.

In the passing year, joint work of investigators and operative services resulted in positive trend of reduction of a number of murders by 6.3% from 7,914 to 7,414, episodes of intentional infliction of severe health damage by 8.3% from 21,609 to 19,821, rapes by 1.8% from 3,099 to 3,043, and episodes of banditry by 43.2% from 88 to 50.

The Chairman of the Investigative Committee of Russia announced a number of certain positive results of interaction in the passing year. Thus, due to the well-coordinated work, the officers exposed gang members in Tyumen Region, who for several years kidnapped and murdered entrepreneurs in order to extort money from them. On December 2, 2019, in Moscow, due to the interaction of investigators of the Moscow Main Investigations Directorate and criminal investigation police officers, a murder of senior woman committed in order to take over her apartment, was solved. Activities of members of a gang of Galatsev and Emelyanov, operating in Bryansk and Kaluga Regions, were suppressed. “It can be said with no exaggeration that solving of especially dangerous crimes is always a result of collective work, and key significance in it belongs to efficient operative and search surveillance of investigative actions, skillful use of the agent machine and timely application of expert examinations,” Alexander Bastrykin noted.

The work for solving and investigation of past years’ crimes is ongoing. This year, as a result of targeted activities of analytical groups (with the participation of officers of operative services of the Ministry of Internal Affairs and the Federal Security Service of Russia), over 4,500 previously unsolved crimes have been investigated. This includes 411 murders, 209 episodes of intentional infliction of severe bodily harm, entailing death of the victim, 252 rapes and acts of sexual violence.

The Chairman also reported about the work carries out in the area of the upbringing of the young generation and education of students in Academies of the Committee and explained that “the moral and patriotic development in as important as professional training. We need to create a moral foundation for our graduates to understand that protection of the weak in the main man’s profession.” Alexander Bastrykin also described the Department of criminal intelligence and surveillance operating in educational institutions of the Committee. In this, the present officers of criminal investigation units verified positive practice of operative and search activities basis studied by the future investigators that makes it possible to effectively organize future joint work for solving and investigation of crimes.

Criminal investigation officers thanked the Investigative Committee of Russia and its Chairman for commending their work and expressed confidence that this kind of interaction based on professionalism, mutual trust, understanding of common goals of combating crime will grow and develop.

Alexander Bastrykin thanked the police officers for the high professional level they have demonstrated and for their significant impact in the fight against crime. The Chairman of the Investigative Committee of Russia awarded the Committee medals “For the Loyalty to Duty” to Deputy Minister of Internal Affairs of the Russian Federation Mikhail Vanichkin and Head of the Main Criminal Investigation Directorate of the Ministry of Internal Affairs of Russia Viktor Golovanov, and medals “For Excellence” to Assistant to the Minister of Internal Affairs of Russia, Chairman of the Russian Council of veterans of internal affairs bodies and internal forces of the Ministry of Internal Affairs of Russia Ivan Shilov and a number of head and officers of operative units of the Main Criminal Investigation Directorate of the Ministry of Internal Affairs of Russia.
