Criminal cases were initiated on the facts of mass shelling by Ukrainian military personnel of settlements and mining of the area near a residential area

The Investigative Committee of Russia continues to establish new facts of the use of prohibited means and methods of warfare against residents of certain regions of south-eastern Ukraine.

Thus, according to the investigation, Ukrainian servicemen mined an area on the banks of the Seversky Donets River near the Puls-90 summer cottage cooperative between the villages of Nikolaevka and Parkhomenko of the self-proclaimed Luhansk People's Republic. On April 17, 2021, passing through this section of the terrain, a 40-year-old civilian was blown up by one of the mines and injured.

Also, despite the agreement on a ceasefire between the warring parties reached in July 2020 by the Trilateral Contact Group for the Settlement of the Conflict in Ukraine, the investigation during the period of the agreement recorded massive shelling by Ukrainian armed formations of settlements inhabited by civilians. As a result, more than 170 residential buildings and 25 civilian life support facilities were damaged or destroyed.

Mining by Ukrainian servicemen of areas of the terrain, as well as massive shelling of settlements where there are no military facilities, is aimed at killing or causing grievous bodily harm to an unlimited number of civilians living in south-eastern Ukraine and not participating in the armed conflict. Ukrainian security forces violate the provisions of the Convention on the Protection of Civilian Population in Time of War and Additional Protocol II to it.

Based on said evidence, the probes were launched into an offence under Part 1 of Article 356 of the Criminal Code of Russia (use in a military conflict of means and methods of warfare, banned by an international treaty of the Russian Federation).

All circumstances of the incidents are being established and Ukrainian servicemen involved in the offences identified.
