The head of Rural Council detained on charges of negligence entailing death of a child as a result of an attack of a pack of dogs

The Bashkortostan Republican Investigations Directorate of the Investigative Committee of Russia charged the head of Safarovo Rural Council of Uchalinsky District with committing an offence under Part 2 of Article 293 of the Criminal Code of Russia (negligence entailing death of a person).

According to investigation, the head of the Rural Council neglected his duties. The accused ignored repeated complaints of Safarovo residents about stray dogs present in the village and didn't follow a legal procedure to apply for animal culling neither to specific organization contracted by Uchalinsky District administration, nor to the administration itself.

Due to improper discharge of duties by the accused the pest control measures had not been taken, and on April 17, 2021 in Safarovo village a pack of stray dogs attacked a 4-year-old boy riding his bike down Shkolnaya Street. The child had died on the scene of the inflicted injuries.

At present the head of the Rural Council is detained and subject to investigative activities, the preventive measure for him is being decided upon. The investigators have seized all necessary documents from the district administration and the Rural Council, investigative and search activities aimed to establish al circumstances of the offence and causes and conditions that contributed to it continue.

The criminal investigation is ongoing under the supervision of the Central Office of the Investigative Committee of Russia.
