Grand opening of Girl's boarding school and Cultural Centre takes place in St. Petersburg


On the banks of Neva river Chairman of the Investigative Committee of Russia Alexander Bastrykin opened in a festive atmosphere a new educational institution of the Committee - Girl's boarding school, and the Cultural Centre of the Investigative Committee of Russia. Along with the Chairman of the Investigative Committee of Russia and officers of the central office of the Committee the ceremony was attended by St. Petersburg governor Alexander Beglov, St. Petersburg children's Ombudsman Anna Mityanina, representatives of local legislative and executive authorities, bishop of Russian Orthodox Church, St. Petersburg and Ladoga Metropolitan Varsonofiy, chief priest of Holy Cross Cossack Cathedral Vladimir Sergienko, member of the Public Council of the Investigative Committee of Russia, honored cultural worker Igor Dzreev, chieftain of districtal cossack community "St. Petersburg Cossack District" Roman Shatalov, Chief Medical Officer of City hospital No. 40 Sergey Scherbak, representatives of leading cultural, art and higher educational institutions of St. Petersburg, St. Petersburg Noble Assembly, investigative veterans, representatives of St. Petersburg veteran organizations, the Head of the Girl's boarding school Elena Garanina and the Head of the Cultural Centre of the Investigative Committee of Russia Maria Krasnopeeva.

The both institutions will be located in historical centre of St. Petersburg in the house No. 8 down Grafskaya alley in a building of a school opened there after the Great Patriotic War.

Alexander Bastrykin noted the significance of foundation of a Girl's boarding school of the Investigative Committee of Russia in St. Petersburg and named it a historic event for the educational system of the Committee. The Girl's boarding school will in some way continue traditions of the first Russian female educational institution - Smolny Institute of Noble Maidens founded in St. Petersburg under Decree of Catherine II. The boarding school will absorb and continue the best St. Petersburg traditions to become the most important life stage for girls attending it. Alexander Bastrykin decided that half of places in the boarding school will be allocated to orphan children and children left without parental care. In the beginning of the new study year the educational institution will be attended by 100 girls: two eighth grades, one ninth and one tenth.

The Chairman of the Investigative Committee thanked Alexander Beglov for supporting the initiative and facilitating organization of operation of the new girl's educational institution. Alexander Bastrykin once again reminded about importance of developing traditional values. In that he underlined the important role of women in the domestic history, recalling their contribution to the Great Victory over German fascist invader. He also highlighted merits of women in uniform protecting law and rights of citizens, including those serving in Investigative Committee of Russia.  

Talking about the Cultural Centre the Chairman of the Investigative Committee of Russia expressed confidence that this structural unit will create conditions for development of talents to provide solid foundation for strengthening of principles of integrity and respect to our history and culture in future and current young officers of the Investigative Committee of Russia. Goals of the Cultural Centre unite in aspiration to create long-term fashion for kind and genuine officer traditions honoring law and loyalty. It's aim - cultural and educational work aimed to raise the level of patriotic upbringing of officers and students of educational institutions of the Investigative Committee of Russia, foster their moral, aesthetic and psychological qualities. Alexander Bastrykin also noted that the Cultural Centre was opened in St. Petersburg on purpose, since the city is a cultural capital. "Stop criticizing the youth. Let's raise a new generation of representatives of the wonderful St. Petersburg culture", added the Chairman of the Investigative Committee of Russia.

St. Petersburg governor Alexander Beglov congratulated the audience on the event remarkable for the Investigative Committee of Russia. The city leader reminded that youth education and family support are among the priorities of the government and commended the big work the Investigative Committee of Russia does in this field. According to him, it is one of the few agencies that pays such close attention to childhood protection, creating accessible multi-layer educational system and preserving history at the same time. He wished the two Committee units success and prosperity and added that their creation will surely become a valuable asset to the cultural capital.

Other honored guests also spoke words of congratulations and kind remarks to teachers and workers of the Cultural Centre. Elena Garanina and Maria Krasnopeeva commended the head of the Committee for the idea and its implementation and for his trust, and also thanked the guests for their warm wishes.

The event also included a ceremony of rewarding with commemorative medals. Medals "For good citizenship" for assistance to the Investigative Committee in pursuing goals entrusted to it were awarded to St. Petersburg governor Alexander Beglov, his special representative Alexander Kolyakin and Director of St. Petersburg State Academic Chapel Museum Vitaly Lavrov. Director General of the St. Petersburg State Academic Chapel Plga Khromova was awarded a medal "For Excellence", Rector of St. Petersburg Repin's Art Academy Semen Mikhailovsky - a medal "For contribution". The Head of the Investigative Committee of Russia also awarded commemorative medals "10th anniversary of the Investigative Committee of the Russian Federation" to St. Petersburg children's Ombudsman Anna Mityanina, St. Petersburg and Ladoga Metropolitan Varsonofiy, Head of St. Petersburg Cenral District Administration Maxim Meiksin, chief priest of Holy Cross Cossack Cathedral Vladimir Sergienko, Chairman of St. Petersburg Social Committee Alexander Rzhanenkov, honored cultural worker Nikolay Pozdeev and member of the Public Council of the Investigative Committee of Russia Igor Dzreev.

The guests also had a little tour. The Boarding school director told them about an educational program for girls that will also include additional development programs. The pupils will study investigation, forensic science and legislation. Their schedule will include in-depth study of subjects allowing them to enter academies of the Investigative Committee of Russia as well as other educational institutions of law or, for example, medical focus. They will also attend disciplines aimed to foster culture of healthy lifestyle and strong moral values.  

In the end of the event Alexander Bastrykin talked to the guests, teachers and pupils of the Boarding School. He assured that education in the Boarding School will lay a solid foundation for choosing future path - officers of the Committee will put a maximum effort in it.
