Chairman of the Investigative Committee of Russia orders to report about a number of regional incidents

The Chairman of the Investigative Committee of Russia instructed to report on progress of investigation on a number of probes.

Thus, the Tula Regional Investigations Directorate of the Investigative Committee of Russia has launched two probes into two Tula citizens committed offenses under Part 2 of Article 213 of the Criminal Code of Russia (hooliganism committed using weapons or items used as weapons) and Article 318 of the Criminal Code of Russia (use of violence against a representative of authority).  According to investigation, in the evening of April 23 in Tula one of the perpetrators started firing from an airsoft gun, carried by him, which shoots with metal balls, at a group of teenagers of 13-14 years of age. During detention the second perpetrators resisted and hit a police officer in the face with his fist. At present the perpetrators have been detained, the victims have been provided with medical assistance.

The Penza Regional Investigative Directorate of the Investigative Committee of Russia in investigating a probe under Paragraph C of Part 2 of Article 166 of the Criminal Code of Russia (illegal seizure of a vehicle not intended for a theft, using violence that does not endanger human life or health) upon carjacking of an ambulance car by a man born in 1979 using violence against medical workers. It was established that during the night of April 23, 2021 in Penza, a man born in 1979 used violence against a reanimation doctor and a driver of Penza Regional Ambulance Station who arrived to provide medical assistance to a father of the suspect.

The Rostov Regional Investigations Directorate of the Investigative Committee of Russia launched a probe into children poisoning in a kindergarten of Shahty city (Paragraph B of Part 2 of Article 238 of the Criminal Code of Russia). According to investigation, on April 21, 2021 the kindergartens of a Shahty pre-school education facility were provided with catering services entailing sharp deterioration of health of 63 minor children aged from 1.5 to 7 years.  

Apart from that, Alexander Bastrykin requested reports on investigation of probes into children killed by fires in Perm Region, Khanty-Mansi Autonomous Region - Yugra and Republic of Bashkortostan.

The Perm Regional Investigations Directorate continues investigation of probes launched under Part 3 of Article 109 of the Criminal Code of Russia (infliction by negligence death of two or more persons) and Part 3 of Article 293 of the Criminal Code of Russia (neglect of duty entailing by negligence death of two or more persons) into death of four minor children at a fire in a private residential building in Utes settlement. According to investigative data, on April 23, 2021 four minor children of 6, 5 years old and 3-year-old brother and sister from Utes settlement were left unattended in a private residential building. At present their mother born in 1988 has been detained under suspicion of committing of this offense.

The Investigations Directorate of the Investigative Committee of Russia over the Khanty-Mansi Autonomous Region - Yugra launched a probe into death of two children in a fire in Surgut under Part 3 of Article 109 of the Criminal Code of Russia (infliction by negligence death of two or more persons). The fire killed children of 3 and 7 years of age present on the second floor of the building during the fire.

The Bashkortostan Republican Investigations Directorate of the Investigative Committee of Russia launched a probe under Part 3 of Article 109 of the Criminal Code of Russia (infliction by negligence death of two o more persons) into death of four people in a fire in a private house. As established by investigation, a fire occurred on April 23, 2021 in a single-storey building in Ishimbay. At the moment of fire a 48-year-old woman, a 38-year-old husband of her sister and two his children of 2 and 11 years were present in the house. Their bodies were discovered during fire extinguishing.

Alexander Bastrykin ordered to report about violation of rights of minors in Primorsky and Moscow regions.

Media reported that children from remote settlements in Hasan District of Primorsky Region have to go to school by foot or even by means of hitchhiking. Yet, it was reported that there is a school bus in the region, but it has not been running for a year already.

It was also reported that a teacher of a Moscow school was suspended after being accused of harassment of pupils. Media reported that the school teacher regularly invites pupils home or to his country house where he possibly commits illegal actions against them. The Moscow Main Investigations Department launched a probe into  this fact.

Apart from that the Chairman of the Investigative Committee of Russia ordered to report on circumstances of death of a 14-year-old schoolgirl whose body was discovered on April 25, 2021 in a gutter of Bronnitsy city. The Moscow Main Investigations Directorate of the Investigative Committee of Russia is investigating the probe, questioning the witnesses who found the girl's body, as well as her friends and classmates.
