Alexander Bastrykin holds a video-conference reception of citizens

The Chairman of the Investigative Committee of Russia held a video-conference reception of citizens. It was attended by Deputy Chairman of the Investigative Committee, heads of separate Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.

A family couple from Krasnoyarsk Territory applied to the Chairman of the Investigative Committee of Russia with questions about investigation of a probe into death of their minor son. The boy and his brother were to be treated with a prescribed medicine the regional healthcare ministry failed to provide in November 2019. According to the parents, they repeatedly addressed different regional authorities with requests to receive the relevant medicine, however, the officials refused to help. In January 2020 one of the brothers was admitted to a hospital where he subsequently died. The applicants complained about red-tapery during investigation. They reject results of forensic examinations and suppose that not all persons involved in the tragedy have been subject to criminal responsibility.

Upon listening to report on the progress of investigation of the probe launched under Part 2 of Article 109 and Part 2 of Article 293 of the Criminal Code of Russia Alexander Bastrykin criticised the work of his regional subordinates. The  probe was removed and referred to the Main Investigative Department of the Investigative Committee for further investigation. In terms of its investigation the Chairman of the Investigative Committee of Russia ordered to urgently carry out required examinations in the Forensic Expert Centre of the Committee and thoroughly examine the situation with provision of medicines in the region. In this regard the Committee will prepare and sent a letter to the governor of Krasnoyarsk Territory to request assistance in addressing this issue. Officers in charge of the investigation will be subject to official assessments.

A man from Ufa who lost his father in 2019 asked the Chairman of the Investigative Committee to address the circumstances of his father's death and to bring those responsible to justice. The deceased worked as a telephone station electrician of Buribaevsky GOK energy department. On the day of his death the man and his colleague were sent to the site to install a surveillance camera. While performing works on height the colleague saw the man falling on the ground. The man died despite first aid measures. Forensic examination established that the death of the applicant's father resulted from electrocution. The applicant stated that circumstances of the electrocution had still not been established and the responsible persons still had not been brought to justice.

Upon listening to the report the Chairman of the Investigative Committee of Russia instructed to refer the probe to other investigator, experienced in investigation of similar probes, for further investigation and to send the case materials to the Forensic Expert Centre of the Investigative Committee of Russia to carry out required forensic examinations. The Head of the Committee put the investigation progress under supervision.

A Ryazan citizen applied in regard of disappearance of her minor granddaughter. In the beginning of January of this year the girl walked out of her grandmother's apartment saying that she was going for a walk, and disappeared. On the next day after her disappearance the regional Investigative Directorate of the Investigative Committee of Russia launched a procedural probe and search activities, several days after they launched a probe under Part 1 of Article 105 of the Criminal Code of Russia (murder). The woman indicated that the whereabouts of the teenager still remained unknown, investigative and search activities had failed. In his report the acting head of the Ryazan Regional Investigative Department explained that the person involved in committing of the offense had been identified. The man initially confessed and said that he committed the murder of the girl, dismembered her body and hid it. Later he recanted his statement.

Alexander Bastrykin instructed his subordinates to establish under investigation of the probe all circumstances of the committed offense and all possible accomplices. Experienced forensic investigators of the Main Forensics Department (Forensics Centre) will also engaged in search for the girl's remains. "Each case has its reasons and you have to establish them", the Head of the Committee stressed. He highlighted the need to cooperate with other regional law enforcement bodies, including for establishing causes and conditions that facilitated committing of the indicated offense.

In conclusion of the reception Alexander Bastrykin gave a number of specific instructions over the discussed incidents and requested timely reports on progress of investigation.
