The Kaliningrad Investigative Department of the Investigative Committee of Russia urgently launched a pre-investigative probe.
The Chairman of the Investigative Committee of Russia ordered to launch a probe into this fact on suspicion of torture of a minor and to carry out a comprehensive investigation in the shortest possible time to establish causes of the incident.
