Alexander Bastrykin takes part in the Victory Parade on the Red Square in Moscow and visits Great Patriotic War veteran Victor Svetlichny


The Chairman of the Investigative Committee of Russia became one of invited guests of celebratory parade dedicated to the 76th anniversary of the Victory in the Great Patriotic War.

Over 12 thousand soldiers of 37 parade teams solemnly marched across the Red Square in the memory of the Victory over the Nazi Germany. The mechanized column included over 190 pieces of military and special equipment. The air part of the Parade involved 76 aircrafts, it started with 3 transport helicopters Mi-26 for the first time. The Parade was commanded by the Chief Army Commander, Army General Oleg Salukov and taken by the Defense Minister of the Russian Federation, Army General Sergey Shoigu.

After the military parade the Chairman of the Investigative Committee Alexander Bastrykin and his First Deputy Eduard Kaburneev visited Great Patriotic War veteran Victor Gavrilovich Svetlichny, who in peaceful time devoted his life to serving the law.

Victor Gavrilovich was born on November 19, 1927 in a rural settlement of Kazakh SSR. He was almost 18 when he was drafted into the Soviet Army where he served as a radio telegrapher of separate communication regiment 738 of the 4th Air Army. After his demobilization Victor Gavrilovich entered law department of the Moscow State University. After graduation he received an appointment to the Moldavian SSR Prosecutor’s Office. Upon returning to Moscow Victor Gavrilovich served on different positions of prosecutor’s offices and interior ministry. Victor Gavrilovich retired in 1998, having totally served 46 years. He was awarded with numerous medals including “For Noble Work during Great Patriotic War 1941-1945”, “Labour Veteran” and others. He was awarded a title “Honored Prosecutorial Officer” for strengthening of the rule of law and high professionalism, and received rewards from the General Prosecutor of the Russian Federation several times. In April 2020, upon order of the Chairman of the Investigative Committee of Russia Alexander Bastrykin, Victor Gavrilovich was awarded a medal “Valor and Courage” for assistance in pursuing goals of the Investigative Committee, long-standing and fruitful cooperation with investigative bodies within the system of the Investigative Committee of Russia and courage and heroism he showed during the Great Patriotic War.

Despite their senior age, Victor Gavrilovich and his wife always welcome guests. Victor Gavrilovich shared with us his memories about military service and labour activities and underlined how glad he is to see intergenerational continuity and strengthening of officer traditions.

Alexander Bastrykin congratulated the veteran on the holiday and wished the married couple strong health and long years of life. The head of the Investigative Committee presented them flowers and presents and expressed great gratitude to Victor Gavrilovich for the peaceful sky above our heads, for the life given to the future generations, and for the contribution of the veteran to education of the young people with whom he generously shares his knowledge and priceless experience, supporting their formation and development with all his soul.

Victor Gavrilovich and his wife cordially thanked the guests for their attention and presents and wished the Committee officers good health, happiness and success on their hard way of serving the Fatherland.
