The Chairman of the Investigative Committee of Russia placed flowers to a people's memorial by Gymnasium No. 175, where the tragedy occurred on May 11. After that Alexander Bastrykin and his First Deputy Eduard Kaburneev examined the crime scene with investigators.
After that the Head of the Committee held a briefing attended by First Deputy of the Chairman of the Investigative Committee of Russia Eduard Kaburneev, Head of Main Forensics Department (Forensic Centre) of the Investigative Committee of Russia Zigmund Lozhis, members of investigative and operative team, head of Tatarstan Republican Department of the Federal Security Service Igor Khvostikov, Tatarstan Republican interior minister Artem Khokhorin and representatives of republican EMERCOM.
During the briefing Alexander Bastrykin was reported about initial results of investigation and planned investigative actions over the probe into attack against the gymnasium (Part 2 of Article 105 of the Criminal Code of Russia). Investigators of the Main Investigative Department of the Investigative Committee of Russia have been tasked to establish all circumstances of the tragedy. The investigative and operative group working on the probe consists of over 100 investigators, experts and forensic specialists.
Today investigators of the Main Investigative Department of the Investigative Committee of Russia will press charges against Ilnaz Galyaviev for committing of the said offense and motion the court to place him into custody.
According to investigation, Ilnaz Galyaviev has not been registered by psychiatrist and narcologist. However, it was established that he repeatedly sought medical assistance due to severe headaches. Last year one of healthcare facilities he visited diagnosed him with a brain disease. From the beginning of this year his relatives also noted his aggressive and quick temper. His present condition is characterised with inadequate behaviour that impedes carrying out full-fledged investigative activities with his participation.
Investigators of the Investigative Committee of Russia established the place where Galyaviev purchased the firearm and circumstances related to issuing him documents required for it.
Relative documents significant for investigation have been seized. The residence of the suspect has been searched to seize material evidence and add it to the probe. Over 75 persons have been questioned, records of outdoor and indoor surveillance cameras that recorded the moment of committing of the offense by Galyaviev have been studied.
Over 30 forensic examinations including physical and chemical, ballistic, molecular genetic, explosive and forensic, have been arranged for the probe. A psychological and psychiatric examination will be carried out to determine state of mental health of the perpetrator. In that Alexander Bastrykin instructed the head of the Main Forensics Department (Forensic Centre) of the Investigative Committee of Russia Zigmund Lozhis to define a number of additional questions to ask the specialists and to develop a plan with the Forensic Expert Centre of the Investigative Committee of Russia for initial activities aimed at prompt results significant for reconstruction of the events.
The head of the Investigative Committee of Russia gave a number of specific instructions for further investigation of the probe. Among all, investigators will examine safety procedures in the educational institution and assess its compliance with all state requirements. The Chairman of the Investigative Committee of Russia once more reminded that it is necessary to carefully examine reasons and circumstances that facilitated committing of the offense.
