On 14 May 2021, surveillance video was published in several media outlets which recorded several young men riding electric scooters in a pedestrian area, pushing passers-by and hitting a man. 

Alexander Bastrykin, Chairman of the Investigative Committee of Russia, instructed that the persons involved in the unlawful acts against citizens be identified as soon as possible. A criminal case was initiated by the St. Petersburg Main Investigative Department of the Investigative Committee of Russia on the grounds of an offence under Part 2 of Article 213 of the Criminal Code of Russia (hooliganism). Investigators, together with police officers, detained young men aged 21 and 20 as a result of investigative activities. One of the suspects is a university student.

The investigation will motion the court for the pre-trial custody of the detainees. 

According to the investigation, the suspects and their acquaintances travelling on electric scooters along Nevsky Prospekt at a significant speed on the pedestrian pavement in the evening of May 13, 2021, ran into with an unidentified man and then fled the scene.

The suspects then ran over a local man, born 1980, near a house on Nevsky Prospect at around 2 a.m. on May 14, 2021 and struck and kicked him numerous times, motivated by hooliganism. The man was admitted to a medical facility where he was given expert care.

Measures are being taken to locate other persons involved in the crime.

The criminal investigation is ongoing.
