Alexander Bastrykin holds a briefing in St. Petersburg

During his working visit to St. Petersburg Alexander Bastrykin held an operative briefing attended by heads of Investigative Department II of the Main Investigative Department of the Investigative Committee of Russia (in St. Petersburg), North-Western Transport Investigative Department, Leningrad Regional Investigative Department of the Investigative Committee of Russia, acting head of St. Petersburg Main Investigative Department, as well as of educational institutions of the Committee and Cultural Centre of the Investigative Committee of Russia.

Head of investigative departments reported about investigation of a number of high-profile probes.

The head of Investigative Department II of the Main Investigative Department of the Investigative Committee of Russia (in St. Petersburg) reported the Chairman about the progress and the results of probes into an organized group that fraudulently acquired ownership rights for real estate property of Great Patriotic War participants, home front workers and residents of besieged Leningrad. In February. 2019 during a personal reception session Alexander Bastrykin had a conversation with a group of victims and gave a number of specific instructions to his subordinates. Investigation established the whole fraudulent scheme. A probe into 6 persons having deceived 9 senior citizens has already been sent to court. Apart from that, investigators of the Main Investigative Department also detected other episodes of illegal activities and launched and completed another probe. Preliminary investigation established a number of victims and regions where the offenses were committed. Also, during investigation of the said probes, investigators managed to detect two other persons having committed similar offenses.  Director of a social institution where the fraudsters promised to place the veterans for transition of the ownership rights facilitated them for illegal remuneration.

The acting head of the St. Petersburg Main Investigative Department reported on the progress of a number of probes. In particular, persons that used electric scooters to knock over pedestrians and attacked a man, have been identified and detained. A probe was launched into hooliganism. The investigation seeks from the court the pre-trial custody for the detainees. The Chairman of the Investigative Committee of Russia suggested to analyse regulatory framework and establish existence of legal regulation of use of such means of transport, including in terms of safety for citizens. He added that if their usage isn't regulated it is necessary to come up with a proposal to address the legislation gap. The Chairman of the Investigative Committee of Russia also listened to a report about investigation of a probe into violation of legal requirements for protection of cultural heritage sites that led to a fire in A. Cherkassky (Ritter) house in 2019.

Apart from that, due to increased severity and spread of cyber and IT crimes, the acting head of St. Petersburg Main Investigative Department informed about assigning of separate officers from the core staff to investigate offenses of this nature.

The head of the Investigative Committee of the Russian Federation listened to a report of the head of the North-Western Transport Investigative Department of the Investigative Committee of the Russian Federation on relevant results of investigation of a probe into sinking of Omega fishing boat in Barentsev Sea.

The head of Leningrad Regional Investigative Department of the Investigative Committee of the Russia reported about ensuring of rights of citizens engaged in participatory construction and noted that a permanent investigative team has been created in the investigative department in order to ensure prompt response to such facts.

In conclusion of the briefing the Chairman of the Investigative Committee of Russia awarded the head of Leningrad Regional Investigative Department Sergey Sazin with a commemorative medal "The 75th Anniversary of the Victory in the Great Patriotic War 1941-1945". He was awarded with the medal upon a Presidential decision for active participation in patriotic upbringing of citizens and resolving social and financial issues of Great Patriotic War veterans.

After that Alexander Bastrykin visited a house No. 8 down Grafskaya alley that hosts the Girl's Boarding School of the Investigative Committee of Russia. The Boarding School director told him about the work of collection and analysis of applications for the right to study in the institution. The head of the Committee asked a number of clarifying questions about existing problems and discussed future development plans with the head of the institution.
