Alexander Bastrykin gives a number of instructions to regional investigative departments

The Moscow Main Investigative Department of the Investigative Committee of Russia launched a probe under Part 2 of Article 213 of the Criminal Code of Russia (hooliganism committed with use of items used as weapons). According to investigation, in the evening of May 14, 2021 the security service officer of a grocery store in Paustovskogo street of Moscow fired a signal pistol at a boy born in 2011, who was riding a scooter. At present the life and health of the boy are out of danger. Upon motion of the investigation the court ruled to place the security guard into custody. The Chairman of the Investigative Committee of Russia requested a report on the progress of investigation and put its results under supervision of the Central Office.

Apart from that, Alexander Bastrykin requested a report on measures taken to restore infringed rights of a pensioner from Sverdlovsk Region. As reported earlier, for several years the Yekaterinburg pensioner has been leading a legal struggle against construction of a new residential building near his house that deteriorated natural illumination in one of rooms in his apartment. The Sverdlovsk Regional Investigative Department of the Investigative Committee of Russia launch a number of probes? including the one into abuse of authority by officials of State Expertise Department. Investigation didn't establish a causal link between actions of experts issuing a positive conclusion on the project documents and construction of the house. Apart from that, a probe was launched under Part 1 of Article 293 of the Criminal Code of Russia (negligence). The decision to launch the probe was subsequently cancelled by the Sverdlovsk Regional Prosecutor's Office. After that a probe under Part 2 of Article 315 of the Criminal Code of Russia was launched upon results of the further assessment. The probe was also cancelled by the Sverdlovsk Regional Prosecutor's Office and the Deputy Prosecutor of the region withdrew the assessment materials and handed them over to the Sverdlovsk Regional Bailiff Service. The regional investigative department of the Investigative Committee of Russia took all possible measures within its legal authority to restore the infringed rights of citizens, including personal reception of the citizen carried out by the direction of the investigative department.

Apart from that the Chairman of the Investigative Committee of Russia requested a report on situation with infringed rights of citizens of Yaroslavl Region complaining about condition of a road from Shepelevo village. It was reported that the road, repaired last year for 39.4 million rubles of budgetary funds, has literally fallen apart. Meanwhile, this road is the only way for citizens of over ten settlements.
