Alexander Bastrykin holds a video-conference reception of citizens

The Chairman of the Investigative Committee of Russia Alexander Bastrykin held a video-conference reception of citizens. It was attended by the First Deputy and Deputy Chairman of the Investigative Committee Eduard Kaburneev and Sergey Goryaynov, heads of separate Central Office divisions, as well as heads and employees of regional investigative departments processing criminal inquiries and probe materials that drew the attention of the Chairman.

A Petropavlovsk-Kamchatsky resident addressed the Chairman of the Investigative Committee of Russia with a complaint about inadequate medical care provided in 2017. A plastic surgery she received in a private medical centre was performed by a doctor not having documents required for performance of such surgical interventions. The woman found that out after the service was provided. In her opinion, the surgery was carried out with defects that caused deterioration of her health, therefore the complainant has been forced to seek medical assistance during the last several years in order to fix mistakes of the incompetent surgeon.  Apart from that she has been receiving threats from representatives of the private medical centre in connection with civil claims she had filed. She has fears for her life and health. After listening to a detailed report on progress of investigation of the probe, the Head of the Committee instructed his subordinates to establish all circumstances of the committed offense, to ensure safety of the victim and identify all possible victims of actions of this doctor. He engaged in the investigation of the probe officers of the Central Office of the Investigative Committee of Russia and gave them an instruction to complete investigation in the shortest time possible.

A brother and sister from Irkutsk Region asked the head of the Committee to sort out circumstances of death of their father. The complainants explained that his death was preceded by a fight local police officers received a call about. The man was under influence of alcohol and was suspended from driving. It is known that their father sought assistance of police officers to get home. However, his body was found by a railroad in 10 kilometres from a station. According to examination, the death was caused by hypothermia. The children of the deceased suppose that the police officers failed to provide assistance to their father and to ensure timely referral to a medical facility. They complain about red-tapery at processing of the probe and ask to give relevant legal assessment to actions of persons responsible for the death of their father. The acting head of Irkutsk Regional Investigative Department of the Investigative Committee of Russia reported about the progress of investigation. After listening to his report Alexander Bastrykin heavily criticized his subordinates unable to establish circumstances of the death of the man during 10 months.  He instructed to refer the probe to an experienced investigator of the Main Investigative Department of the Investigative Committee of Russia for further investigation and noted that exhuming of the body of the victim for establishing exact reason of his death is mandatory. Forensic specialists of the Main Forensics Department (Forensic Centre) have been also engaged in the investigation, additional examinations, if needed, will be carried out at Forensic Expert Centre of the Investigative Committee of Russia.

The Chairman of the Investigative Committee of Russia was also addressed by parents of a deceased young man from Rostov Region. Their son and two other persons died from burns they received a result of a fire in a fast-food pavilion. The fire was caused by explosion of gas cylinders containing propane. The complainants indicate that a legal assessment of inaction of supervisory authorities that failed to detect violations committed by activities of an individual entrepreneur is yet to be given in terms of the probe. They are also worried that the responsible person might avoid responsibility.  The Rostov Regional Investigative Department of the Investigative Committee of Russia is investigating a probe under Part 3 of Article 143, Part 3 of Article 238 and Part 3 of Article 293 of the Criminal Code of Russia (labor safety violations; rendering of services that do not meet safety standards; negligence).  Alexander Bastrykin remained unsatisfied by work of investigators and instructed to refer the probe to the Central Office of the Committee to ensure the most comprehensive investigation with participation of forensic specialists of the Main Forensics Department of the Investigative Committee of Russia. Required actions will be also performed by experts of the Forensic Expert Centre of the Committee.

Addressing the complainants the head of the Committee assured them that investigators will establish all circumstances of the tragedies and restore violated rights of the victims.  Alexander Bastrykin will personally supervise handling of all complaints and applications received. Upon results of the reception a number of officers processing the discussed probes were subject to official assessments.
