The Moscow Regional Investigative Department of the Investigative Committee of Russia launched another probe into former head of Klinsky municipal district Alexander Postrigan and seven his accomplices. Depending on the role of each they are suspected of  organization of a criminal community and participation in it (Parts 1, 2, 3 of Article 210 of the Criminal Code of Russia).

According to preliminary data, during a period from August 2003 to June 2018 Postrigan, while holding a position of a head of Klinsky municipal district of Moscow Region, created a criminal community consisting of three structural units, involving also other officials of the local administration. During the said period participants of the criminal community committed 17 grave offenses - 8 episodes of appropriation of someone else's property entrusted to the guilty (Part 4 of Article 160 of the Criminal Code of Russia), 1 episode of swindling (Part 4 of Article 159 of the Criminal Code of Russia) in a form of fraudulent acquisition of ownership rights for someone else's property.

Total amount of damage inflicted by the said illegal actions accounted for at least 70 million rubles. At the same time the accomplices committed at least 7 episodes of legalization of other property (Paragraphs A, B, of Part 4 of Article 174.1, Paragraph A of Part 4 of Article 174.1, Paragraph B of Part 4 of Article 174.1 of the Criminal Code of Russia) namely, land plots, buildings, structures and constructions obtained as a result of grave offenses committed. Total market value of property legalized by members of the criminal community accounted for at least 65 million 900 thousand rubles. The criminal cases have been merged in one.

The investigation has taken interim measures aimed at compensation of material damage inflicted to the state. Hundreds of real estate objects have been arrested. Subsequently, upon claim of the General Prosecutor's Office of the Russian Federation, Klinsky city court ruled for retention to state of property of Postrigan and his affiliated persons of total value of 10 billion rubles.

At present, the legality of acquisition of other objects that previously belonged to the Klinsky municipal district is being examined to give a relevant legal assessment to the actions of the said persons. In terms of the probe investigators are carrying out a set of investigative actions along with collection and consolidation of the evidence base.
