In Udmurt Region, probe launched into negligence of authorities entailing death of a family with many children in a fire

The Udmurt Republican Investigative Department of the Investigative Committee of Russia continues investigation of circumstances of death of a family with many children in Nylga settlement of Uvinsky district in terms of a probe launched under Part 3 of Article 109 of the Criminal Code of Russia (infliction by negligence of death to two or more persons).

To remind, the fire occurred at 11:50 PM on May 21, 2021 in a residential building and took lives of six persons: a 36-year-old man, his 32-year-old wife and four children aged from 1 to 12 years. According to investigation, preliminary the fire could be caused by spread of combustion from the impact of a low-power source in the form of a smoldering tobacco product.

Investigation established that the deceased spouses didn't work and abused alcohol. Based on violation of rights and legal interests of minor children, the family was recognized as suffering socially dangerous conditions. However, according to investigators, in February 2021 the family was unreasonably recognized as having lost such status despite presence of such circumstances. Authorities failed to take preventive measures aimed to protect rights and legal interests of minor children.

In this relation the Udmurt Republican Investigative Department of the Investigative Committee of Russia launched another probe - into improper discharge of duties by authorities entailing by negligence death of two or more persons (Part 3 of Article 293 of the Criminal Code of Russia).

Investigation of the probe includes a set of activities aimed to establish circumstances of the incident and establishment of circumstances that facilitated committing of the offense. Legal assessment to actions (inaction) of authorities will be given upon results of the investigation.
