Alexander Bastrykin gives a number of instructions to regional investigative departments

The Chairman of the Investigative Committee of Russia requested reports on progress of assessments and probes under investigation from a number of regional investigative departments. Upon his instructions these materials are also to be supervised by the Central Office of the Committee.

They include investigation of circumstances and causes of death of four children aged from 1 to 12 and their parents in a fire that occurred on May 21, 2021 in a private house in Nyelga settlement. In this relation the Udmurt Republican Investigative Department of the Investigative Committee of Russia launched a probe into infliction of death by negligence (Part 3 of Article 109 of the Criminal Code of Russia), however, already during the first hours of investigation the investigation established not only the probable cause of fire - a smoldering tobacco product, but also the fact that the deceased spouses were unemployed and abused alcohol. Due to these circumstances the family had been recognized as exposed to socially dangerous conditions, however, according to investigators, in February 2021 the family was unreasonably recognized as having lost such status. Authorities failed to take preventive measures aimed to protect rights and legal interests of minor children. In this relation investigators launched a probe into neglect of duty entailing by negligence death of people (Part 3 of Article 293 of the Criminal Code of Russia). According to Alexander Bastrykin, causes and circumstances having let to such grave consequences as a death of a family with many children require the most careful examination.

The number of materials requiring principal legal assessment upon instruction of the head of the Committee included one more acute social issue. Recently the Kemerovo Regional Investigative Department launched a pre-investigative probe upon media reports about a family with many children queuing for subsidised housing for over 20 years. However, in 2020 they found out that they had been crossed out from the list. Alexander Bastrykin requested to assess legitimacy and reasonableness  of this decision in the shortest time possible.
