Probe launched into explosion of a mine, installed by Ukrainian servicemen, affecting 3 civilians
Ukrainian servicemen continue committing adverse actions against civil population in terms of domestic military conflict in Donbass. They are systematically violating the Minsk Protocol and the follow-up Memorandum; provisions of the Convention on Protection of Civilian Persons in Times of War and its Additional Protocol II; Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons, which May be Deemed to be Excessively Injurious or to Have Indiscriminate Effects, and its Additional Protocol II.
No later than on May 22, 2021, Ukrainian servicemen, following the deliberately criminal orders of higher officials, mined a site on the banks of the Seversky Donets river in the area of the Slavyanoserbsk urban-type settlement of the self-proclaimed Lugansk People's Republic.
On the same day, three civilians not participating in the armed conflict were walking along the banks of the Seversky Donets River in the indicated area. While moving, they touched the ammunition used as a mine, and it detonated. The three men received wounds.
In this relation, the Main Investigations Directorate of the Investigative Committee of Russia launched a probe under Part 1 of Article 365 of the Criminal Code of Russia (use of banned means and methods of warfare).
Currently, the Investigative Committee of Russia continues to establish all the circumstances of the indicated offences, as well as other facts of criminal activity by Ukrainian military personnel against the civilian population of Donbass.
