Alexander Bastrykin gives a number of instructions over incidents in regions


The Chairman of the Investigative Committee of Russia requested a report on situation reported by mass media on swindling actions against Corresponding Member of the Russian Academy of Natural Sciences (RANS) in Moscow. It was reported that the professor became a victim of fraudsters who introduced themselves as law enforcement officers. The woman transferred ten million to unknown accounts. The Moscow Main Investigative Department initiated transfer of the probe from the police bodies.

The Main Investigative Department of the Investigative Committee of Russia over the Crimea Republic and Sevastopol has organized a procedural assessment into mass media reports about inadequate living conditions of a 101-year-old home front worker from Kerch. It was reported that the labor veteran lives in a house without amenities that lacks a toilet and running water, and has cracks in walls and ceiling. The premise was considered an emergency in 2016. The Chairman of the Investigative Committee of Russia requested a report on the progress of the assessment and put it under investigation of the Central Office.

The attention of the Chairman of the Investigative Committee of Russia was also caught by another episode of aggressive electric scooter riding in St. Petersburg. It was reported that a man knocked over a woman who was walking with her grandson. After that the man fled the scene and the victim was delivered to a hospital. Alexander Bastrykin instructed to initiate transfer of the materials from the police bodies to the investigative units of the Investigative Committee of Russia.

The Dagestan Republican Investigative Department of the Investigative Committee of Russia launched a probe into a fact of death of two children in a fire under Part 3 of Article 109 of the Criminal Code of Russia (infliction of death by negligence to two or more persons). According to investigation, on May 25, 2021 a fire occurred in an apartment of a residential building in Izberbash. Two minor children present in the apartment (3 and 5 years old) died at the spot as a result of suffocation from combustion products. Two other minor children of 8 and 9 years from the said apartment  were delivered to a hospital. Alexander Bastrykin requested a report on investigative actions that have been carried out and put the investigation under supervision of the Central Office of the Investigative Committee.

Alexander Bastrykin also requested a report on progress of pre-investigative probe into mass media information on possible violation of rights of disabled passengers by Pobeda airlines. The Moscow Interregional Transport Investigations Department of the Investigative Committee of Russia has organized a set of required assessment activities aimed to establish all circumstances of the incident. The Chairman of the Investigative Committee of Russia instructed the Central Office to supervise the probe.

Alexander Bastrykin also requested a report on a probe into other violent sexual actions committed against an underage girl in Altai Territory. On May 23, 2021 a 14-year-old resident of Barnaul, being accompanied by persons of her age in an abandoned house of the territorial centre, inflicted bodily harm and then committed other sexual actions against an 11-year-old girl.  At present, the suspect is detained.  The progress of investigation is under the supervision of the Central Office of the Investigative Committee of Russia.

The Chairman of the Investigative Committee instructed to report about progress of investigation of a probe into beating of an 11-year-old teenager committed by a man on a playground of Siversky settlement of Gatchinsky district of Leningrad Region. Upon the media report the Leningrad Regional Investigative Department of the Investigative Committee of Russia immediately launched an assessment resulting in a probe under Paragraph D of Part 2 of Article 117 of the Criminal Code of Russia (torture of a person known to be a minor). The detention of the suspect is being decided upon. The progress of investigation is under supervision of the Central Office of the Investigative Committee of Russia.

Apart from that, Alexander Bastrykin instructed to report about a number of cases of attack of stray dogs against children. Thus, the Ryazan Regional Investigative Department of the Investigative Committee of Russia organized pre-investigative probes into mass media information about two stray dogs attacking children on May 23, 2021 in Ryazan and Sekiotovo village of Ryazan district. According to available information, girls of 12 and 5 years suffered bites of the dog. On May 20, 2021 in a school in Smolino settlement  of Volodarsky district of Nizhny Novgorod Region a stray dog bit an 11-year-old girl on a shoulder during a physical education lesson. Investigators of the Nizhny Novgorod Investigative Department are carrying out a pre-investigative probe into this matter. The progress of the pre-investigative probes will be supervised by the Central Office of the Investigative Committee.
