The Chairman of the Investigative Committee of Russia Alexander Bastrykin holds briefing in Saint Petersburg

Chairman of the Investigative Committee of the Russian Federation Alexander Bastrykin held an operational meeting on 29 May 2021 as part of a working visit to St. Petersburg. The meeting was attended by his deputy Alexander Klaus, heads of the Investigations Directorate II (in Saint Petersburg), the North-Western Transport Investigative Department of the Investigative Committee of Russia, Leningrad Regional Investigative Department of the Investigative Committee of Russia, acting head of St. Petersburg Main Investigative Department, as well as management of the Cultural Centre of the Investigative Committee of Russia and the educational institutions of the Investigative Committee of Russia in St. Petersburg.

The heads of investigative departments reported to the Chairman of the Investigative Committee on the progress of investigations of a number of criminal cases under proceeding of the investigative departments of the North-Western Federal District.

The Chairman listened to a report of the head of Investigative Department II of the Main Investigative Department of the Investigative Committee of Russia (in St. Petersburg) on the progress and results of the investigation of the criminal case of attempted bribery by a former investigator of the Interior Ministry of Russia for the Moscow district of St. Petersburg through the mediation of a retired magistrate. At the moment, the criminal case with the indictment has been sent to the General Prosecutor's Office of the Russian Federation.

In addition, the acting head of St. Petersburg Main Investigative Department reported on the progress of the investigation of a number of criminal cases.

In particular, about the investigation of criminal cases of disorderly conduct with rented electric scooters, in which two young people in custody were charged, of the rendering of services that failed to meet safety requirements of electric scooter rental services on the grounds of a crime under Part 1 of Article 238 of the Criminal Code or Russia and the measures taken to ensure their safe use in the city, as well as about the criminal case initiated on the facts of violation of legal requirements for the protection of A. Cherkassky Ritter's house, an object of cultural heritage. At present Boris Berson, one of the founders of Adamant CJSC, is charged with committing a crime punishable under Article 243.1 of the Criminal Code of the Russian Federation, the preventive measure for him is being decided upon. Also a probe is launched into an offence under Part 1 Article 293 of the Criminal Code of the Russian Federation (negligence) regarding the improper discharge of duties by authorities of the Committee on State Control, Use and Protection of Historical and Cultural Landmarks and the Committee for City Property Management of Saint Petersburg Administration which caused considerable damage to the monument and violated the protected interests of the society and the state.

In addition, the acting head of St. Petersburg Main Investigative Department reported on the investigation of a criminal case against members of an organized criminal group. The accomplices fraudulently stole money from socially vulnerable citizens, misleading them about the possibility of increasing pensions, social payments and other benefits. They concluded contracts with the victims for various sums in order to give the appearance of legitimacy of their actions, and then stole the money. Also, money was stolen from a resident of the besieged city of Leningrad, who had been promised a non-existent benefit in the form of a suburban plot of land.

The head of the North-Western Investigative Department of the Investigative Committee of the Russian Federation reported about the completion of the criminal investigation into the serious incident of a crash landing of a Boeing 737-500 of UTair Airlines on the route Moscow-Usinsk at the airport of Usinsk in February 2020. The criminal case with the approved indictment has been sent to the court to be tried on the merits. In addition, the girl, born in 2018, sustained injuries in the form of frostbite on both hands while evacuating the passengers of the plane from the scene of the accident. In this connection, the management of the investigative department arranged for the minor to be examined by medical specialists in St. Petersburg, where she was given qualified medical care. In order to eliminate the causes and conditions that contributed to the crime representations were made, on the results of which the chief engineer of the airport was subject to disciplinary punishment.

In his report, the head of the Leningrad Regional Investigative Department of the Investigative Committee of Russia announced the results of work to combat environmental crimes, including the trafficking of industrial and domestic waste. In 2020, 10 criminal cases of this category were initiated on the grounds of crimes under Articles 246, 247 of the Criminal Code of the Russian Federation. According to the results of preliminary investigation 7 criminal cases were sent to court. The total amount of damage from the crimes of the analyzed category in 2020 amounted to 73.6 million rubles, and was compensated by 100%.

The heads of educational institutions and the Cultural Centre of the Investigative Committee of Russia told about the work being done, as well as outlined proposals for the implementation of the educational process and the improvement of their activities.

As a result of the meeting, the Chairman of the Investigative Committee of Russia gave a number of specific instructions on these criminal cases, including the establishment of the causes and conditions that contributed to the commission of these crimes, as well as on other issues discussed at the meeting.
